Job descriptionPolicy Analyst Permanent Position College of Pharmacists of Manitoba The College of Pharmacists of Manitoba (CPhM) is seeking a motivated individual to fill the position of Policy Analyst. The ideal candidate is highly analytical, detail-oriented, and passionate about contributing to evidence-informed decision-making in a regulatory environment. Reporting to the Chief Operations Officer, the Policy Analyst is responsible for leading the development, research, analysis, implementation, and evaluation of policies with cross-departmental impacts across the organization. This role supports regulatory and organizational priorities and ensures policies align with legislative and public interest mandates. This position is ideal for someone who enjoys working with complex information, developing strategic recommendations, and contributing to meaningful regulatory work. About the Role / Position Overview The Policy Analyst plays a central role in advancing organizational priorities through policy development, research, and analysis. This position supports leadership, Council, and committees by providing evidence-informed advice and ensuring alignment with legislative and regulatory frameworks. KEY RESPONSIBILITIES Policy Development & Coordination * Develop and maintain expertise in relevant legislation, regulations, bylaws, and policy frameworks * Analyze legislative and regulatory changes and recommend updates to policies and procedures * Lead and coordinate the development, review, and maintenance of organizational policies * Prepare briefing notes, reports, and recommendations for leadership, Council, and committees * Maintain policy inventories, version control, and lifecycle processes Research & Analysis * Research and analyze complex policy and regulatory issues * Evaluate policy options and provide evidence-informed recommendations * Monitor emerging trends and regulatory developments * Synthesize qualitative and quantitative data into actionable insights Project & Process Management * Coordinate policy initiatives across departments * Develop and manage project plans, timelines, and deliverables * Monitor project progress, risks, and issues * Provide regular reporting to leadership on project status Communication Support * Support development of clear policy communications and consultation materials * Assist with implementation planning and rollout strategies * Respond to internal inquiries related to policy interpretation Compliance, Culture & Continuous Improvement * Ensure alignment with legislation and regulatory requirements * Identify opportunities to improve policies and organizational processes * Promote a culture of accountability, collaboration, and continuous improvement WORKING CONDITIONS * The position is 1.00 FTE, permanent, Monday to Friday; 37.5 hours per week * Hybrid work model available at the discretion of supervisor * Overtime required on occasion, compensated as time in lieu * Occasional offsite meetings/events CONDITIONS OF EMPLOYMENT * Must be legally entitled to work in Canada * Must provide a satisfactory criminal record check upon hire About You QUALIFICATIONS, TRAINING, EXPERIENCE * Post-secondary degree in public or health policy, public administration, social sciences, or related field (master’s degree is an asset) * Experience in policy development and analysis, preferably in a regulatory or public sector environment * Experience interpreting and applying legislation and regulations * Demonstrated experience managing complex projects and competing priorities KNOWLEDGE, SKILLS, AND ABILITIES * Strong analytical and critical thinking skills * Knowledge of legislative processes and regulatory environments * Proficiency in Microsoft 365 (Word, Excel, PowerPoint, Teams, SharePoint) * Excellent written and verbal communication skills * Strong organizational skills and attention to detail * Ability to work both independently and collaboratively * Sound judgment and political awareness PERSONAL ATTRIBUTES * High ethical standards; honest, respectful, and reliable * Strong intercultural communication and relationship-building skills with a commitment to inclusive practices and continuous learning around cultural humility * Independent, self-motivated, and resourceful in identifying and addressing organizational needs. * Strong interpersonal and collaborative skills * Adaptable, resourceful, and supportive of a cohesive team environment How to Apply The CPhM values diversity and inclusion and encourages all qualified individuals to apply.
