Job description

Position Overview

The Manager Health Services - Indigenous Health (HSC) supports the Indigenous Health Patient Services team at Health Sciences Centre, by providing direct support to a multi-disciplinary team of Indigenous health care professionals who support Indigenous patents, families and the community. Under the direction of the Director Health Services – Indigenous Health or designate, the Manager Health Services – Indigenous Health HSC oversees and manages the Indigenous Health Patient Services program at Health Sciences Centre (HSC). This position is responsible to lead and ensure delivery of safe, effective, culturally appropriate and efficient health services. Inspires and leads health services staff across the organization to embrace and adopt integrated, patient/resident/client-centred care pathways and service delivery models. Accountable to provide service-delivery and culturally safe focused operational management in a fiscally responsible manner, partnering closely with leadership, internal and external programs, and Indigenous partners to support Indigenous patients/residents/clients. Monitors and evaluates key performance indicators and collaborates with relevant parties to ensure safe, effective and appropriate patient/resident/client care through the clinical quality framework and patient/resident/client care lens that will shape an environment for clinical and service excellence.

Experience

  • 3 - 5 years of leadership experience in a patient/resident/client care setting including: 5 years of related direct clinical services delivery across one or more assigned clinical areas of health care such as: Primary health, and/or community services including population health, health promotion and illness prevention for diverse populations across the human lifespan. Acute inpatient, specialty care and complex ambulatory settings. Integrating innovative community-based care modes (such as home care, primary care, etc.) to optimize healthy aging, health restoration and maintenance, and to deliver high quality care in the areas of chronic disease, palliative care, community mental health, rehabilitation and/or long-term care.
  • Experience working with provincial Indigenous organizations and agencies such as First Nations, Tribal Councils, Manitoba Inuit Association, Manitoba Métis Federation, Urban Indigenous Associations, Assembly of Manitoba Chiefs, Southern Chiefs’ Organization (SCO) and Manitoba Keewatinowi Okimakanak(MKO).
  • Experience with, or knowledge of, applying an Indigenous lens to health operations and exploring ways to provide culturally safe care and to offer traditional Indigenous healing practices as part of health services delivery.
  • Lived experience and understanding of Indigenous healthcare priorities, services, and challenges alongside Indigenous culture, protocols, traditions, and values, both within communities and organizations in Manitoba.
  • Lived experience and understanding of Indigenous healthcare priorities and practices, including First Nations, Inuit and Métis cultures, protocols, traditions, values, and rights to self-determination.
  • Understanding of applying the standards established by Accreditation Canada (AC) and the Health Standards Organization (HSO) from an Indigenous lens.
  • Experience in or knowledge of Indigenous Services Canada (ISC) and the relationship between ISC and the Manitoba health care system.

Education (Degree/Diploma/Certificate)

  • Post-secondary degree in a relevant health discipline from an accredited education institution.
  • An equivalent combination of education and experience will be considered.

Certification/Licensure/Registration

  • Active member in good standing of an associated regulatory body as appropriate.

Qualifications and Skills

  • Strong and culturally relevant communication, interpersonal, analytical, organizational, and leadership skills.
  • Demonstrated knowledge of Canadian colonial impacts on Indigenous people in social and health contexts.
  • Knowledge and appreciation of the unique history, cultures, and rights of Indigenous Peoples in Canada is required.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per Truth and Reconciliation Calls to Action (2015) and Manitoba’s Path to Reconciliation Act (2016).
  • Understanding and commitment to the articles set out in the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) as a framework for truth and reconciliation.
  • Knowledge of Indigenous cultural safety and anti-racism actions, inquests and reports, e.g., Jordan’s Principle, Joyce’s Principle and Brian Sinclair Inquest.
  • Demonstrated knowledge of ethical principles and cultural protocols in interactions with Indigenous partners and organizations.
  • Knowledge or familiarity with Indigenous health issues, population health, and health status of citizens in Manitoba.
  • Working knowledge of, or experience working with, Indigenous governments, partners, organizations and communities at a service level and structures within Manitoba.
  • Demonstrated leadership capabilities. The provincial health system in Manitoba has adopted the framework.
  • Knowledge of: Relevant professional regulatory requirements including standards and scope of practice for direct reports. Relevant legislated acts including but not limited to Personal Health Information Act, Protection of Persons in Care Act, Mental Health Act, Workplace Hazardous Material Information System (WHMIS), Principles of Routine Practices (Universal Precautions). Relevant Collective Agreements. Working with individuals from diverse cultural, social and ethnic backgrounds. Regional/site/unit policies, procedures, protocols and guidelines relating to: clinical care, administrative, financial, and human resource management.

Physical Requirements

  • Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg (25 lbs.).
  • Incumbent demonstrates ability to prioritize work, deal with interruptions, re-prioritize as required and ensure dedicated/focused time for strategic planning.
