About the Position

Reporting to the Chief Communications and Engagement Officer, the Communications Specialist – Brand & Digital assists in promoting City programs, services, and events through internal and external communication, media relations, and public engagement activities. This position safeguards the City's reputation and establishes community trust by providing accurate, timely, and accessible communication across various platforms, catering to diverse audiences.

Duties & Responsibilities

The duties listed are not meant to provide a description of each and every job performed but only those which represent the core functions of the job.

-Develop and execute strategic communication and campaign materials that inform, inspire, and reflect the diversity of the Welland community.

-Lead in the writing, design, and production of accessible, visually engaging campaigns for a wide variety of mediums including media releases, brochures, newsletters, web content, public notices, social media, digital newsletters, print/digital campaigns signage, and more, ensuring the message is on-brand and inclusive.

-Champion the evolution and consistent application of the City’s visual identity across campaigns, programs, public consultations, and events, from digital assets to environmental design.

-Work with departmental staff to create public engagement and communication plans to increase public awareness, engagement and participation.

-Produce content for the City's internal and external newsletters, including conducting independent research and interviews with staff or key stakeholders.

-Produce branded content including telling Welland’s story and amplify community voices.

-Support media relations and media training programs for staff and assist in responding to media questions.

-Serve as the alternate Emergency Information Officer in the City's Emergency Operations Centre in the absence of Chief Communications and Engagement Officer during prolonged emergencies.

-Monitor analytics, user engagement, and accessibility compliance to continuously optimize digital communications and improve reach, impact, and relevance.

-Support communications with Welland's business community for events, corporate partnerships, and activities involving local businesses.

-Provide real-time communications support for activities, events and incidents that impact the community.

What you need to Succeed...

-Completion of a three-year College/University degree.

-Minimum three years’ relevant experience in municipal government.

-A proven portfolio showcasing brand development, accessible visual content, and communications that drive action and inclusion.

-Excellent written and verbal communication skills with experience in writing for the media and writing for diverse audiences.

-Demonstrated knowledge of the Canadian Press Style Guide, AODA accessibility requirements, and plain language techniques.

-Familiarity with website content management systems, social media management systems including Meta Business Suite, and Google Analytics, along with proven proficiency in Microsoft Office Suite, and other digital media software including Adobe Creative Suite.

-Proven customer service skills with the ability to work in a team environment and liaise with key internal and external partners.

-Deep understanding of accessibility, inclusive design, and culturally responsive communication.

-Ability to plan, develop, and switch between diverse and complex projects.

-Excellent communication, interpersonal and mathematical skills.

-Ability to work flexible hours.

Salary and Benefit Information

$80,554 – $94,237 (2026 rates) plus a comprehensive benefits package, and OMERS pension.
