Salary: $60,000 – $75,000

Location: Halifax, NS

Program Overview:

The Program Lead will work to develop the operational policies and procedures for this new housing program. Once designed, the Program Lead will be responsible to implement the housing program’s day-to-day operations. The Program Lead will work to ensure the safety and support for residents by coordinating the operational procedures. The lead’s role will include the oversight of a 24/7 staffing model with a combination of permanent and casual housing support workers with a ratio of two per shift. The Program Lead is responsible for all data reporting in alignment with provincial funding requirements. The Program Lead will liaison with the YWCA Halifax Operational Department to ensure the timely reporting of repairs, maintenance and rent collection.

Essential Duties of Position:

• Leading staff direction and supporting the program in all aspects of resident support, which may include, but is not limited to:
  • Intake support
  • Rapport building
  • Risk/needs assessment
  • Housing support
  • Programming
  • Case management
  • Resource navigation
  • Eviction prevention
  • Safety planning
  • Case coordination and conferencing
  • Crisis intervention
  • Participant complaints and interpersonal conflicts
• Help to develop and manage relationships with residents and staff. This may include, but is not limited to:
  • Solution-focused problem solving
  • Support housing operations and facilities support.
  • Work with YWCA staff to coordinate supports for residents.
  • Develop case management and individual support plans.
  • Awareness of local community resources and agencies to assist in wrap around supports for residents in need.
  • Daily monitoring of safety and risk management concerns.
• Staff supervision and oversight. This may include, but is not limited to:
  • Setting staff’s daily tasks and priorities.
  • Staff scheduling
  • Staff performance management
  • Staff training and professional development
• Maintaining programming excellence and operational standards. This may include but is not limited to:
  • Payroll approval
  • Budget oversight
  • Expense claims and reimbursement oversight
  • Facilities liaising
• Creating and maintaining policy & procedural guidelines for programming and staffing support.

Other Duties:

• Advance the vision and mission of the YWCA Halifax
• Serving on internal and/or external committees that support the YWCA Halifax’s capacity to provide quality participant support and housing
• Other duties as delegated by the Housing Manager

Working Conditions:

• Works in an office environment but duties may take employee to non-standard workplaces.
• Usually works a standard workweek with pre-set hours but may be required to work some evenings and weekends to meet program milestones, deadlines, or deliver services. Schedules and adjustments approved by Housing Manager.
• Is required to service in an on-call capacity; for which time in lieu compensation will be provided.

Special Conditions of Employment:

Must have completed First Aid/CPR, NVCI, ASIST and WHIMIS. Criminal Record Check with Vulnerable Sector Search, Child Abuse Registry Check. Travel will be required for this position; therefore, a reliable source of transportation is needed. Shared parking is available on-site, and the position is provided with a YWCA cellphone and laptop. All electronic equipment must be returned upon completion of employment.

Qualifications and Experience:

• A degree in social work or related field such as international development studies, sociology, child and youth studies, education, health promotion, or equivalent education and experience
• Minimum 3 years’ experience with supportive housing programs
• An understanding of feminist theoretical perspectives and intersectionality, as well as issues such as racism/colonialism, violence against women, sexualized human trafficking, sexual health, and poverty.
• Knowledge of and experience with community-based, trauma-informed harm reduction practices as well as a strong commitment to ongoing learning and development in these areas.
• Experience working in collaborative environments on complex issues involving multiple and diverse stakeholders.
