The team
The Office of the Registrar (RO) contributes to Toronto Metropolitan University’s bold vision by providing the bedrock of innovative systems and structures required to build a world-leading institution. Every member of the university community is an RO client. The RO is involved in the entire academic experience of the student body from admission through to graduation, providing reliable support through a wide range of services and safeguarding the integrity of the university’s policies and student records. We provide expert guidance to academic leaders regarding student recruitment, admissions, student financial services, student fees, new programming initiatives, transfer credit, course offerings, grading processes, scheduling, academic policy and curriculum management.

RO Highlights include:

  • 83,000+ applications for admission processed annually for 90+ undergraduate and advanced standing programs across eight Faculties/Schools.
  • 220,000+ interactions with prospective students, applicants and current students via the ServiceHub (our one-stop shop) annually;
  • Support for more than 45,000 full-time undergraduate, including law and medicine, and graduate students, and 70,000 individual course registrants to the Chang School of Continuing Education) with student financial assistance, scholarships and awards administration, tuition processing, course registration, credit transfers, course and examination scheduling, academic advising, transcripts and graduation.

The Opportunity

Are you interested in advancing student success through data-informed enrolment planning, retention initiatives and cross-campus collaboration?

The Manager, Enrolment, Retention & Strategic Initiatives leads the planning, coordination, and implementation of key institutional Strategic Enrolment Management (SEM) initiatives across the university. Serving as a key SEM resource, the role translates institutional enrolment and retention priorities into clear project plans and supports effective implementation with academic and administrative partners.

This position plays a central role in strengthening enrolment health, student retention, and overall student success by building and maintaining strong relationships with academic and administrative leaders across TMU. The Manager conducts research, environmental scans, and enrolment analysis to support planning, reporting, decision-making and resource allocation.

Key responsibilities:

  • Leads the planning, coordination and implementation of TMU’s SEM projects and initiatives across the ROfaculties, administrative departments, SEM Councils, advisory groups and related working groups. This includes pan-university initiatives related to recruitment, admissions, retention, conversion, student success, enrolment planning and service improvement.
  • Develops and manages project plans, including scope, objectives, deliverables, timelines, and success measures. Monitors progress, identifies risks, dependencies, and operational challenges, and escalates issues requiring leadership decision-making.
  • Builds and maintains strong working relationships with academic leaders, faculties, departments, administrative units, university partners, SEM Council and advisory group members, and external stakeholders. Facilitates consultations, workshops, and meetings to ensure shared understanding and participation in SEM-related activities.
  • Conducts research, environmental scans, and comparative analysis to inform SEM planning, project development, implementation, monitoring, evaluation and continuous improvement. Analyzes enrolment trends, recruitment outcomes, demographic shifts and retention metrics across the student population and makes recommendations to RO leadership to increase student enrolment and retention.
  • Supports senior leadership on sensitive institutional planning activities, including initiatives that require discretion, sound judgment and the appropriate handling of confidential information.
  • Manages direct reports, project staff and externally contracted staff, including assigning work, setting priorities, establishing goals, monitoring performance, providing feedback and supporting development.

Qualifications
To help us learn more about you, please provide a cover letter and resume describing how you meet the following required qualifications:

  • Completion of a post-secondary degree in business administration, education, public administration or a related field.
  • A minimum of 5 years of progressively responsible project management experience, including liaising with staff and senior administrators, and handling matters of a complex, confidential, and highly sensitive nature.
  • Experience managing strategic enrolment, retention, student success, institutional planning or other cross-functional initiatives in a post-secondary environment.
  • Experience supervising staff, preferably in a unionized environment.
  • Advanced knowledge of strategic enrolment management and the post-secondary academic environment, including variables impacting enrolment management, and the internal and external factors affecting enrolment planning, recruitment, retention, student success and institutional priorities.
  • Strong knowledge of university policies, procedures, governance structures, and administrative processes, with an understanding of a university’s organizational structure and decision making environment.
  • Ability to analyze, interpret and present complex enrolment and retention data in a clear, practical way for senior leaders and cross-functional partners. .
  • Strong project management and organizational skills, with the ability to manage multiple projects simultaneously. Project management certification (e.g. PMP, PRINCE2, Agile, Lean) or coursework in Strategic Enrolment Management would be a strong asset.
  • Strong analytical skills, including the ability to interpret enrolment and retention data and present complex information clearly to senior leaders and cross-functional partners.
  • Strong interpersonal, facilitation and relationship-building skills, with the ability to work effectively with diverse stakeholders.
  • Financial and resource management skills, including budget planning and monitoring.
  • Ability to work effectively in a fast-paced, evolving environment, with sound judgment and initiative.
  • Equivalent experience or a combination of equivalent experience and education may be accepted in place of education.
