Position Overview
Service New Brunswick (SNB) is seeking a highly experienced Senior Business Systems Analyst (BSA) to support the Office of the Ombud in designing and implementing a secure Microsoft 365-based Information Management solution.
The successful consultant will lead requirements gathering, information architecture design, governance planning, SharePoint Online implementation planning, migration readiness activities, and stakeholder engagement. This role requires extensive expertise in Microsoft 365 technologies, SharePoint Online, Information & Records Management, business analysis, and public-sector environments.
The Office of the Ombud manages highly confidential information and requires a secure, role-based information management framework aligned with provincial legislation, policies, and industry best practices.
Project Objectives
Modernize collaboration and information management using:
Design a secure, role-based information architecture.
Establish governance, records management, and information management practices.
Plan and support migration of legacy file systems into SharePoint Online.
Implement metadata standards, access controls, workflows, and support procedures.
Key Responsibilities
Discovery & Planning
Conduct stakeholder interviews across multiple locations and remote teams.

Support Microsoft 365 adoption initiatives.
Security & Access Management
Define role-based security and access models.

Multi-Factor Authentication (MFA)
Least-Privilege Access Controls
Segregation of Duties Models
Document security and governance frameworks.
Migration Planning & Execution Support
Conduct content inventories and file assessments.
Perform ROT Analysis (Redundant, Obsolete, Trivial content).
Develop migration readiness plans and scorecards.
Map legacy content structures to SharePoint Online.
Support migration tool selection and migration runbook development.
Assist with pilot migrations, testing, validation, reconciliation, and cutover activities.
Documentation & Stakeholder Engagement
Produce high-quality business and technical documentation.
Create:
Communicate effectively with technical and non-technical stakeholders.
Participate in project meetings, workshops, status reporting, and project governance activities.

Preferred Qualifications
Experience working within government or public-sector organizations.

Experience implementing SharePoint Online Information Management solutions.
Knowledge of privacy, security, and compliance frameworks.
Experience supporting Microsoft 365 modernization initiatives.
Familiarity with Microsoft Copilot for Microsoft 365.
Experience with SharePoint Migration Tool (SPMT) and related migration frameworks.
