Core Purpose of Position
To provide strategic leadership and operational oversight in municipal governance legislative and administrative services within the City Clerks Office. This role ensures effective governance by managing Council Committee and Quasi-judicial processes overseeing municipal and in-City school board elections and maintaining legislative compliance and best practices. The Corporate Legislative Manager supports City Council administration and the public through expert guidance while fostering efficient transparent and accountable municipal operations.
Major Duties and Responsibilities
Lead in the development implementation and continuous improvement of legislative standards in collaboration with City departments.
Plan coordinate and manage the municipal and in-City school board elections including strategic planning communications procedures and budgeting.
Mentor and supervise staff including recruitment performance management workforce planning and resource allocation.
Develop and manage programs initiatives and projects that enhance service delivery and operational efficiency.
Provide expert advice training and guidance to City Council Committees administration and the public on applicable legislation and governance practices.
Manage administrative support for all Council and Committee meetings in the preparation and distribution of agendas and minutes including post-meeting directives.
Lead and oversee governance of Boards and Committees and act as the Secretary when assigned.
Identify and mitigate legislative procedural and governance risks.
Ensure confidentiality and integrity of sensitive municipal information.
Act on behalf of the City Clerk when delegated assuming full responsibilities of the role.

Qualifications (Education Training Experience)
One of the following:
-Degree in Business Business Administration Public Administration or related field plus 5 years related experience; 8 years progressively responsible municipal government experience; or
-Certificate in Local Government Administration plus 3 years related experience (asset); or
-An equivalent combination of approved training and experience may be considered.
Key Technical Skills and Abilities

Municipal legislation including The Cities Act and The Local Government Election Act.
Applicable Acts Regulations Statutes Bylaws Policies and governance frameworks.
City Councils Procedure Bylaw and parliamentary procedures.

Ability to:
Use standard business software (word processing databases spreadsheets presentations).
