Administration Division Invites applications for the position of:

Provincial Offences Prosecutor PFT

Permanent Full-Time

Start Date: August 1 2026

2026 Salary Grid 8: $63.69 - 74.99

Location: Brockville Ontario

POSITION SUMMARY:

Reporting to the Supervisor Provincial Offences Court Services the Provincial Offences Prosecutor is responsible for delivering prosecution services under the Provincial Offences Act (Ontario) for the United Counties of Leeds and Grenville lower-tier municipalities and partner municipalities.

The Prosecutor conducts prosecutions and related proceedings under the Provincial Offences Act exercises prosecutorial discretion independently and in the public interest and ensures matters are conducted in accordance with applicable legislation legal principles procedural fairness and professional standards.

The incumbent is responsible for attending court conducting early resolution meetings reviewing evidence and disclosure materials assessing legal and evidentiary issues preparing matters for hearing and communicating effectively with justice participants including defendants agents legal counsel enforcement agencies witnesses judiciary and court staff. The role requires sound judgment professionalism accountability and the ability to work effectively within a fast-paced court environment while maintaining respectful and collaborative working relationships with supervisors colleagues stakeholders and members of the public.

QUALIFICATIONS:

Education Certification & Licenses

  • Valid licence with the Law Society of Ontario authorizing the provision of legal services as at minimum a licensed Paralegal
  • Bilingual oral and written skills considered an asset
  • Valid Ontario Class G drivers licence considered an asset
  • Satisfactory criminal reference check may be required as a condition of employment

Experience

  • Minimum three (3) years of experience working within a court or legal environment is preferred
  • Experience prosecuting Provincial Offences Act matters considered a strong asset
  • Experience reviewing legal documentation disclosure materials evidentiary records and court briefs
  • Experience conducting courtroom proceedings negotiations contested hearings or comparable litigation activities
  • Experience working in a municipal court or Provincial Offences court environment considered an asset
  • Experience working with electronic court records digital disclosure systems and case management systems preferred

Knowledge Skills & Abilities

  • Demonstrated knowledge of the Provincial Offences Act (Ontario) applicable statutes and regulations the Canadian Charter of Rights and Freedoms disclosure obligations rules of evidence court procedures and relevant common law principles
  • Strong courtroom advocacy negotiation legal analysis and decision-making skills
  • Strong written and verbal communication skills with the ability to communicate effectively and professionally with diverse stakeholders
  • Demonstrates leadership through accountability sound judgment professionalism and effective communication while maintaining respectful and collaborative reporting relationships
  • Strong organizational time management and file management skills within a high-volume environment
  • Ability to interpret legislation assess legal risk and exercise prosecutorial discretion fairly and independently
  • Ability to manage sensitive and confidential information with discretion and professionalism
  • Proficiency with Microsoft Office Suite and electronic document disclosure and court file management systems
  • Ability to work independently while contributing positively within a team environment
  • High level of professionalism integrity tact and attention to detail

KEY POSITION RESPONSIBILITIES:

  • Conduct prosecutions under the Provincial Offences Act (Ontario)
  • Evaluates charges to determine if there is a reasonable prospect of conviction
  • Attend court and prosecute trials motions first appearances appeals early resolution matters and other Provincial Offences proceedings
  • Conduct and participate in early resolution meetings and resolution discussions
  • Prepare for hearings trials contested matters and court attendances through review and analysis of evidence witness materials disclosure and legal issues
  • Exercise prosecutorial discretion fairly independently and in the public interest
  • Assess legal issues evidentiary sufficiency disclosure obligations and Charter considerations
  • Communicate professionally and effectively with defendants legal counsel agents witnesses judiciary enforcement officers and court personnel
  • Review charging documents officer notes briefs disclosure materials and related evidence
  • Prepare and oversee disclosure in accordance with legislative and prosecutorial obligations
  • Maintain accurate prosecution files legal records court documentation and confidential information
  • Coordinate file readiness scheduling requirements and post-court follow-up activities with Court Services staff
  • Monitor deadlines court schedules disclosure obligations and related procedural requirements
  • Work effectively with electronic court files digital disclosure systems and case management processes
  • Prepare correspondence legal documentation reports and related materials as required
  • Provide procedural guidance and information related to prosecution matters within established authority
  • Collaborate with Court Services staff to support effective and consistent administration of justice services across the Counties POA operations
  • Participate in meetings operational discussions and continuous improvement initiatives related to court services operations
  • Support consistent application of policies procedures and prosecutorial practices
  • Perform related duties as assigned within the scope of the position
  • Ensure compliance with all applicable legislation legal standards professional obligations policies and court procedures
  • Maintain professional conduct standards as required by the Law Society of Ontario
  • Maintain confidentiality and security of court records legal documentation and sensitive information
  • Remain current with legislative amendments case law developments legal procedures and emerging best practices relevant to Provincial Offences prosecutions
  • Participate in professional development and training activities as required

LEGISLATIVE REQUIREMENTS:

  • Perform duties in compliance with all applicable Federal and Provincial legislation Municipal Acts By-Laws court procedures and organizational policies
  • Comply with the Provincial Offences Act (Ontario) Canadian Charter of Rights and Freedoms applicable Rules of Court disclosure obligations and relevant legal standards
  • Maintain confidentiality in accordance with MFIPPA and applicable legal and professional obligations
  • Adhere to professional conduct standards established by the Law Society of Ontario
  • Fulfill responsibilities under the organizational Emergency Plan
