Position Summary

Senior Project Manager - ICAT
North York General (NYG) is embarking on the largest redevelopment and expansion in its history. With a new Long-term Care Development, a New Patient Care Tower - and several other strategic redevelopment priorities, NYG is transforming healthcare delivery for our patients, families and community.

The Senior Project Manager will oversee the planning and delivery of Information, Communication and Automation Technology (ICAT) for capital development projects. The role provides project leadership through all phases of the project lifecycle, including planning, design, procurement, construction, implementation, commissioning, operational readiness, and close-out. While operational departments retain ownership of their respective systems, standards, and ongoing operations, the Senior Project Manager, ICAT is responsible for coordinating project delivery activities where these requirements intersect with capital redevelopment initiatives.

In this role, you will actively lead the planning and implementation of ICAT project scope, working with key stakeholders to ensure project requirements are aligned with operational needs, hospital policies and standards established by Digital Health and other departments.

The role manages scope, budget, schedule, procurement, stakeholder engagement, risk management, and project documentation to support successful project outcomes.

You have experience in construction and implementation, with special consideration for ICAT, coordination of on-site work, maintaining project documents, and stakeholder engagement. Demonstrated organizational, time-management, and negotiation skills are required. You also have excellent verbal and written communication skills. In response to an evolving project landscape, candidates should have the ability to multi-task, deal with change, coordinate resources, and have attention to detail.

This position supports the Hospital’s academic mandate by advancing care through teaching and learning and/or transforming care through research and innovation. This position contributes to the shared responsibility of ensuring health and safety policies are followed to provide for a healthy environment for patients, staff, physicians, volunteers and families.

On a practical level, you will

• Provide strategic project leadership and manage the work of project teams (hospital staff, consultants and contractors) through the project lifecycle in accordance with hospital requirements and applicable codes, standards, and legislation with focus on ICAT planning and implementation.
• Lead ICAT feasibility, planning, design, procurement, implementation, commissioning, and operational readiness activities across capital projects.
• Coordinate ICAT requirements with Digital Health, Facilities Management, Security, Fire and Life Safety, Information Security, and other stakeholders to ensure project level decisions are aligned with current operational needs, corporate polices and standards, and the organization’s digital health strategy.
• Build strong relationships with stakeholders and provide regular communication on deliverables, risks, issues and decision requirements.
• Manage project scope, budget and schedule, risks and reporting throughout project lifecycle.
• Lead and coordinate consultants, contractors and vendors to deliver project objectives in accordance with contractual and hospitals policies and requirements (i.e. Infection Prevention and Control).
• Support development and management of the implementation of change management plans and other strategies that will support project success.
• Lead/support project close out and post-occupancy evaluation, including performance measures and lessons learned.
• Participate as required in the Request for Qualifications (RFQ), Request for Proposal (RFP), and Request for Tender (RFT) documents for consulting, ICAT systems and equipment and construction services.
• Support Municipal and Ministry of Health (MOH) or Ministry of Long-Term Care (MLTC) project approvals and reporting, as applicable.
• Undertake the responsibility to make timely decisions and maintain schedule and budgets.
• Conduct and attend project team meetings (Steering Committee, Project Working Groups)
• Maintain an accurate and efficient monitoring and record system related to ICAT planning, including drawings, specifications, correspondence, approvals, budgets, schedules, commissioning, and progress notes. Records should be consistent with MOH cost-share policies and guidelines.
• Responsible for developing and enforcing departmental policies, procedures, and workflows.

Qualifications

• University Graduate with Health Informatics, Electrical Engineering, or Project Management designation or equivalent experience.
• 5 years of project management experience
• 2 years’ experience in a healthcare setting in a role related to ICAT planning and implementation for capital projects.
• Certifications including PMP and ITIL would be an asset.
• Must have experience managing multiple simultaneous capital projects.
• In-depth knowledge of healthcare facility design and operations; understanding of applicable legislation, regulations and standards, i.e. Ontario Building Code, CSA Z8000.
• Demonstrated knowledge of Information Technologies used in a healthcare setting. Demonstrated history of implementing complex technology projects.
• Demonstrated knowledge of project management processes and methodologies.
• Demonstrated knowledge of procurement and contract management practices including, writing RFP documents, negotiations, contract administration and conflict resolution.
• Demonstrated leadership and consensus building skills, with a lens of strong patient/family focus
• Advanced knowledge of computer programs such as Excel, Word, PowerPoint. Familiarity with Photoshop, Canva, and AutoCAD would be considered an asset.
• Highly effective interpersonal and communication (verbal and written) skills, combined with excellent organizational skills, with demonstrated ability to achieve outcomes.
