Job Overview
The Bridge Office section of the Department of Transportation and Infrastructure provides engineering oversight, detailed design, project management, inspection and maintenance, and technical support to district staff regarding the construction and maintenance of bridge structures. Reporting to the Chief Bridge Engineer, the position performs structural engineering tasks related to bridge assets, develops quality assurance programs for construction, and oversees projects completed internally or through consultants and contractors, including design builds, and develops long‑term replacement or rehabilitation plans.
Responsibilities
- Provide technical and project management oversight to junior positions.
- Ensure safety and quality of work through detailed structural engineering, reviews and approvals of internal and external technical / shop drawings, designs, specifications and cost estimates.
- Prepare and evaluate project tenders and complete site visits to monitor construction.
- Maintain and update inspection programs.
- Perform cost estimating, monitoring of budget, and prepare non‑technical briefings, presentations, business cases, and technical and economic feasibility reports.
- Collaborate and communicate with internal and external stakeholders.
- Perform bridge load evaluations and act as engineering lead for specification updates on structural sections of the TI Highways Specification Book.
- Promote professional development and perform other related duties as required.
Screening Criteria
Graduation from an accredited university with a degree in Civil Engineering; other disciplines may be considered.Experience in contract and project management.Registered or immediate eligibility for membership as a Professional Engineer (P.Eng) with a Canadian Professional Engineering Association.Experience in the design of concrete girders, steel box girders, pre‑ and post‑tensioned structures and integral and semi‑integral bridges.Experience in construction specifications and construction management of bridges, including design‑bid‑builds and design builds.Experience in maintenance, testing, inspection, restoration and rehabilitation of concrete and steel structures.Assessment Criteria
Knowledge of approved structural engineering design for concrete, steel, and timber solutions.Knowledge of bridge design including concrete and steel girders, pre and post‑tensioned structures, integral and semi‑integral bridges, precast and in‑situ methods.Knowledge of construction methods, practices and construction specifications for design‑bid‑builds and design‑builds.Knowledge of AutoCAD or other related design and analysis software.Knowledge of related safety regulations, policies and practices.Project management and contract management skills.Ability to assess and evaluate multiple issues and balance competing demands in a dynamic environment.Professionalism.Conditions of Offer
Valid Province of Newfoundland and Labrador Class 05 license.Current driver’s abstract satisfactory to the Employer.Membership or immediate eligibility for membership as a Professional Engineer (P.Eng) with the Association of Professional Engineers and Geoscientists of Newfoundland (PEGNL).Conditions of Acceptance
Extensive travel throughout the Province is required.Required to be accessible to address issues on an emergency basis with respect to concerns arising from natural events and unexpected situations.Required to wear safety equipment such as safety boots, hardhat, safety vests, safety glasses and personal protection measures when completing onsite inspections and overseeing construction.Ability to perform construction site visits, bridge inspections, and other activities requiring unrestricted mobility.Information for Applicants
