The Corporation of the Town of Midland invites applications for the Municipal Law Enforcement/Property Standards Officer position.
Position Summary Reporting to the Manager of Municipal Law Enforcement, the Municipal Law Enforcement/Property Standards Officer enforces municipal by‑laws and provincial statutes, and provides education and awareness to the public.
Duties & Responsibilities By-law Administration
Interpret municipal by‑laws and related practices for the public and other parties.
Review by‑laws with other departments and assist in drafting revisions.
Analyze best practices for by‑law enforcement policies and procedures.
Process Business License Applications, attend properties for inspection for licensing purposes, and issue licenses.
Prepare and issue Notices and Orders as necessary.
Assist in preparing reports to Council and Committees on by‑law enforcement matters.
Coordinate Work Order responses for property inquiries.
Maintain all required records, reports, statistics, correspondence and other material related to by‑laws.
By-law Enforcement
Enforce sections of the Highway Traffic Act, Municipal Act, Dog Owners Liability Act, and Provincial Offences Act.
Achieve compliance through enforcement and investigation techniques.
Enforce regulatory by‑laws within municipal boundaries.
Enforce, maintain, and collect Municipal Parking by‑law and equipment.
Investigate complaints concerning violation of municipal by‑laws and resolve them with owners/tenants.
Prepare and file site inspection records, including photos, notes, and correspondence, and assist with reports to Council.
Conduct proactive patrols and enforce municipal by‑laws in the community and on recreational trails.
Issue work orders and written communication regarding noncompliance.
Issue Offence Notices under the Provincial Offences Act and recommend legal action if necessary.
Research and prepare correspondence and court materials; attend court when required.
Initiate legal proceedings, including filing Information and Summons.
Ensure remedial action brings properties into compliance when necessary.

Qualifications and Requirements
College Diploma in Law and Security, Police Foundations, or related field.
Minimum of two years of direct municipal law enforcement experience or significant related experience.
Certified Municipal Law Enforcement Officer (MLEO(c)) and/or Certified Property Standards Officer (CPSO) designation is an asset; Valid First Aid/CPR Certificate.
Thorough knowledge of the Municipal Act, Provincial Offences Act, Dog Owners Liability Act, municipal by‑laws, and related legislation.
Excellent note‑taking, problem‑solving, interpersonal, communication, conflict resolution, and time‑management skills.
Ability to work independently and act confidently under stressful situations, including providing evidence in court.
Strong computer skills using MS Office applications.
Ability to maintain discretion and confidentiality of information.
Valid Class ‘G’ driver’s license and satisfactory driving record.
Ability to work a variety of shifts, including afternoons, evenings, weekends, and statutory holidays.
Effective teamwork skills within the Community and Growth Department and across the organization.
Effort/Physical Demands
Standing, sitting, biking, and walking required.
Visual attention needed for health and safety compliance and personal safety.
Mental demands related to working with agitated or aggressive people.
Working Conditions
Average of 14–24 hours per week; shifts primarily in the afternoons, evenings, weekends, and holidays.
Flexed hours may be required for weekend coverage.
Standard office environment or within vehicle.
Exposure to various temperatures, inclement weather, dirt, noise, vibration, or mechanical hazards.
Travel required within the Municipality.
