The Opportunity


The Licensing Officer is responsible for managing individual license applications and license changes, in accordance with governing legislation, Council Rules, policies and department procedures. Their primary role is to review and assess applications to ensure that only qualified and suitable individuals are licensed, prioritizing public protection. Additionally, they address related inquiries and provide guidance as needed. This position offers a balanced hybrid work model, combining work-from-home flexibility with in-office collaboration.


This is an 18-month fixed-term contract role.





Duties and Responsibilities



  • Conduct reviews and analysis of individual applications and licensing changes from financial services intermediaries (e.g. insurance agents, insurance adjusters) to identify issues, determine follow-up requirements, assess compliance with relevant sections of the respective acts, regulations and policies and requirements as part of the overall licensing review process.

  • Approve individual applications and licensing changes that meet all regulatory requirements or recommend denial or the addition of conditions to applications that do not comply with legislation/policies.

  • Document all pertinent telephone calls, emails, and meetings in the licensee/applicant’s file on the Licensing management system.

  • Conducts research and analysis of issues identified during the individual application or licensing change process and supports the preparation of suitability reports outlining policy, compliance, risk management and other regulatory issues.

  • Approve applications that meet standards under Council Rules or refer with recommendations, where possible to the Manager, Licensing for consideration.

  • Prepare and issue correspondence to applicants and licensees regarding outstanding requirements and clarification of licensing requirements.

  • Respond to written and oral licensing inquiries within 1-2 business days.

  • Document all pertinent telephone calls and meetings in licensee/applicant’s file on the licensing system.

  • Participate in the review and analysis of licensing and registration procedures, methods, systems applicable legislation.

  • Conduct investigations of equivalency and suitability cases under the direction of the Manager, Licensing, and provide recommendations in accordance with governing legislation, Council Rules, policies, precedents, and departmental procedures.

  • Support the Manager, Licensing with the preparation of documents for the Licensing Review Committee and Council on individual applications

  • Remain current on Council legislation and procedures.

  • Participate in system development meetings as required and give feedback by way of testing the system in specific licensing areas.

  • Where required, participate and support meetings, cross-departmental work groups including projects and processes review as required.

  • Review and prepare reports related to licensing activities as directed by the Manager, Licensing.

  • Monitor individual key performance indicators (KPIs) to track the efficiency, quality, and accuracy of licensing applications and report regularly.

  • Address license status changes of individual licenses in accordance with Council Rules.

  • Address gaps identified in the routine audits of applications and identify areas for possible process improvements.

  • Maintain the agency/firm and individual errors and omissions database and supervisor database.

  • Monitor developments and trends in education prerequisites and licensing requirements, including practices adopted by other regulatory bodies, and report relevant changes to the Manager of Licensing.

  • Handle issues raised by applicants or regulatory bodies and notify or escalate to the Manager, Licensing, if necessary.

  • Liaise with other regulatory bodies regarding applicants and licensees.

  • Handle other duties as assigned by the Manager, Licensing.




Qualifications and Experience



  • Two to three years of experience in regulatory, financial services, or related fields.

  • Post-secondary degree in a related field, such as business administration, or equivalent work experience. In addition, courses toward a Chartered Insurance Professional (CIP), Canadian Accredited Insurance Broker (CAIB), or similar insurance education are considered an asset.

  • Excellent word processing skills with a minimum typing speed of 60 wpm.

  • Good time-management skills with an ability to handle multiple concurrent tasks and changing priorities.

  • Excellent organization and attention to detail.

  • Excellent oral and written communication skills.

  • Must show initiative and curiosity and have good judgment skills.

  • Ability to effectively work with irate and difficult people.

  • Customer service skills.




Minimum to Midpoint Salary Range: $56,753 - $70,942 per annum.
Upon hire, new employees will be placed in a starting salary between the minimum and P50 (midpoint) of the salary range. The P50 of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position.
