About Us


The Justice Supports and Services Division of the Department of Justice consists of three programs: each providing Nova Scotians access to critical programming and support. The Maintenance Enforcement Program helps to facilitate the payment of court-ordered child and spousal support; the NS Restorative Justice Program provides opportunities for those harmed by crime, the person who caused the harm and the communities affected to communicate (directly or indirectly) about the causes, circumstances, and impact of that crime, and to address their related needs. Victim Services offers support to victims of crime as their case moves through the justice system.

We offer a range of services to help victims of crime, promote victims’ rights and interests and advise government on issues relating to victims of crime; and work with justice partners and the community to develop policies and programs that address the needs of crime victims. We can help provide the victim, spouse, or relative, with information, support and assistance as their case moves through the criminal justice system. When criminal charges are laid, victims and family members can contact us directly for help. We provide the following programs: Provincial Victim Services Program, Child Victim/Witness Program, Criminal Injuries Counselling Program, Victim Impact Statement Program, Restitution Program and the Sexual Offense Legal Representation Program.

About Our Opportunity


As the Manager, Regional Service Delivery of Provincial Victim Services you will be a member of the Victim Services Management Team and are accountable for the operation of a regional office of Provincial Victim Services. You will ensure access to justice by providing information, support, and services to all victims of crime requesting assistance in all levels of criminal courts including Provincial Court, Supreme Court, Youth Court, and the Court of Appeal.

You are responsible to ensure that, in accordance with the rights of victims of crime, as outlined in the Canadian Victims Bill of Rights and the Criminal Code of Canada and the victim-related provisions of other federal and provincial statutes, comprehensive services are delivered to victims of crime by the effective operation of the office. This includes direct management of staff, maintaining an effective communication network with Justice, community and government officials at the regional level, coordinating services for victims of crime within the criminal justice system and the community, monitoring and evaluating services on a regional level, identifying gaps in services at the community level, and developing effective intervention strategies to meet these needs. You will operate with significant independence in the management and operations of a regional office within the province.

Primary Accountabilities

  • Maintains the effective management and operation of a regional Victim Services office through the efficient use of Human Resources and the promotion of a positive, heathy and safe work environment
  • Provides technical and procedural direction and assistance to Victim Services Officers and administrative support staff in the day to day operation of the regional Victim Service office
  • In consultation with the Senior Manager, Provincial Victim Services, assess and manage staff training and career development needs and respond to new and changing legislative, policy, and operational requirements by adjusting the plan to reflect new training priorities
  • Make recommendations for improvements and enhancements to policies, procedures and guidelines and assists in the establishment and implementation of best practices province wide
  • Ensure accurate file management, the confidentiality of all information, proper records classification and retention policies are followed, and submit monthly statistical reports to Head Office
  • Provides management, supervision and support to Victim Services Officers who are servicing caseloads with highly sensitive files
  • Monitor and oversee staff response in cases designated as high risk under the High Risk Domestic Violence Case Coordination Protocol Framework
  • Responsible for the safety and security of the regional office
  • Promote diversity and a healthy workplace, teamwork, and individual development
  • Liaises with Crown, Police, Correctional Services and community organizations in the development, delivery, coordination, and enhancement of services

Qualifications and Experience


To be successful in this role, you will have a university degree, such as the social sciences, business, or administration, with several years of progressively more responsible experience in a related field, which includes experience in a leadership or supervisory role, or an acceptable combination of education and experience.

You will have strong leadership skills with effective team-building abilities, including experience developing and training staff. You have strong community awareness, with effective partnering and relationship building to communicate with internal and external stakeholders, including marginalized communities. You will have experience developing policy and procedures, auditing and inspection reviews.

You have a professional approach to responsibilities, effective interpersonal communication, organizational skills and the ability to set priorities, as well you will be capable of prioritizing and delegating high level work under tight timelines with tact and independent judgement.

Leadership competencies required at this level of work are: Analytical Thinking, Action Management, Team Leadership, Initiative, Effective Interactive Communication, Partnering and Relationship Building, and Intercultural and Diversity Proficiency.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Working Conditions

  • May be required to work overtime on occasion
  • The physical environment is often stressful due to the extensive staff exposure to highly emotional issues and dealing with clients in crises who are often in fear of their lives and may be frustrated with the criminal justice system; constant exposure to emotionally charged situations can lead to the effects of vicarious trauma
  • Significant attention required to concentrate on reading and listening while interpreting detailed information while deciding how to resolve a problem to meet multiple stringent deadlines; must focus and concentrate while dealing with multiple priorities and constant interruptions; must ensure Human Resource Management policies and operational policies are followed at all times
  • Considerable pressure to meet deadlines, ensure the efficient operation of the office as well as balancing the expectations in servicing the needs of the judiciary, legal profession, public and other justice sector stakeholders in a time of financial restraint while promoting staff efficiencies and security; the Regional Offices deal with victims who are often highly traumatized

Pay Grade: EC 10

Salary Range: $3,247.28 - $4,059.12 Bi-Weekly
