The Opportunity
We are seeking a highly skilled and collaborative leader to join our Finance & Corporate Services team as Manager Budget & Treasury.
Reporting to the Deputy City Manager Finance & Corporate Services the Manager Budget & Treasury provides strategic leadership and oversight of the Citys budgeting and treasury functions supporting the effective stewardship of public resources and long-term financial sustainability.
This role plays a central advisory function to senior leadership and Council translating complex financial considerations into clear balanced recommendations to support decision-making in a Council-governed environment.
Accountabilities
Lead the planning development and coordination of operating and capital budgets
Oversee long-term financial planning forecasting and sustainability strategies
Manage treasury functions including cash flow investments reserves and debt
Ensure compliance with legislation regulations and public sector accounting standards
Maintain strong financial controls and governance practices
Provide expert financial advice to senior leadership and Council
Translate complex analysis into clear strategic insights and recommendations
Support development and implementation of financial policies and frameworks
Contribute to corporate planning risk management and decision-making processes
Build and maintain strong partnerships across departments
Collaborate on cross-functional initiatives and continuous improvement efforts
Represent the organization with external auditors funding partners and credit agencies
Lead mentor and develop a high-performing Budget & Treasury team

Qualifications
Professional accounting designation (CPA) required
8 years experience in public sector or municipal finance
Expertise in budgeting treasury management and financial planning
Strong background in governance risk management and policy development
Proven leadership and team management experience
Candidates possessing an equivalent combination of education and experience which is deemed to be acceptable by the City may be considered.
