As a Fire Prevention Officer, you’ll lead inspections, investigations, and public education programs to reduce fire risks and ensure compliance with safety regulations. Your work will protect lives and property, strengthen community safety, and support informed fire prevention practices across Norfolk County.

Duties and Responsibilities:

  • Conduct fire and life safety compliance inspections to ensure compliance with applicable legislation and municipal by-laws, and to pursue appropriate enforcement provisions of pertinent legislation where required.
  • Assist in investigating, developing, and planning educational programs; and to present innovative and effective fire and life safety educational programs to the public.
  • Maintain records of incident causes and related factors, inspected properties, and educational programs in fire department RMS system.
  • Review building and development plans and to advise on compliance with Codes, by-laws, and best practices.
  • Respond to emergency incidents as directed by the Fire Chief or designate.
  • In conjunction with the Community Safety Officer, oversee the Fire and Life Safety Education program and related activities.
  • Act as the primary media contact for fire department responses and public information inquiries.
  • Review and approve display fireworks event plans and the sale of consumer fireworks to ensure compliance with applicable municipal, provincial, and federal legislation.
  • Good working knowledge of the Ontario Fire Code, Ontario Building Code, National Fire Protection Association Standards, ULC and ESA Standards as they pertain to Fire Prevention.
  • Experience in the preparation, review, approval, and implementation of Fire Safety Plans. Assess, review, and where required, establish occupant loads for buildings and events accessible to the public, including inspections associated with AGCO-licensed establishments and events.
  • Develop, implement, and evaluate public education programs to reduce risk, as identified through simplified risk assessments, municipal HIRAs, and the Community Risk Assessment.
  • Review annual fire statistics, origin and cause data, and relevant national and provincial fire trends to identify target audiences and evaluate, modify, and support the objectives of fire safety programs.
  • Assess requests for fire safety training programs to ensure they meet the needs of the community, adequate resources are available and existing programs that address the needs are identified.
  • Support public relations initiatives through the development of displays and promotional materials, delivery of presentations, participation in community events, and coordination of tours of fire department facilities.
  • Participate in the review of site plans, development proposals, and building applications to identify fire and life safety concerns and provide recommendations related to fire department operations and code compliance.
  • Act as an on call Duty Officer 24/7, on a rotational basis.
  • Follow up on information, complaints or concerns from suppression crews. Review information and data gathered for reports to ensure consistent, accurate and complete reporting.
  • Deliver fire and life safety education and training to suppression firefighters and other municipal staff, including topics related to smoke alarms, carbon monoxide alarms, and open air burning safety.
  • Assist with cost recovery processes, fire report searches, Freedom of Information (FOI) requests, report preparation, and the administration of burn permits.
  • Attend training courses, seminars and workshops so innovations in fire prevention techniques and procedures are examined and personal expertise is maintained.
  • Participate in regional as well as provincial organizations and associations.
  • Perform other duties as assigned.

Requirements

Knowledge and Experience:

  • Certified as a Fire inspector II as per the Ontario NFPA 1031 Program.
  • Certified as a Public Life Safety Educator I as per the NFPA 1035 Program.
  • Certified Fire Instructor I as per NFPA 1041.
  • Certified as Fire Officer II as per NFPA 1021, or a willingness to achieve in the next 2 years.
  • Certified Fire Investigator as per NFPA 1033, or willing to obtain certification within two (2) years.
  • Certification as an Incident Safety Officer in accordance with NFPA 1521, or willingness to obtain certification within two (2) years.
  • Holds a Transport Canada Advanced Drone Pilot Certificate or is willing to obtain certification within two (2) years.
  • Display Fireworks Safety and Legal Awareness Course, delivered by an authorized teaching affiliate of the National Research Council (NRC), is considered an asset.
  • BCIN qualifications are considered an asset.
  • A minimum of seven (7) years of firefighting experience, preferably in an officer role.
  • A minimum of three (3) years of significant experience as a Fire Inspector and Fire Educator, including the development and delivery of fire prevention programs, or an equivalent combination of education and experience.
  • Completion of Basic Emergency Management (BEM) 200 and Incident Management System (IMS) 100 training is required. Completion of IMS 200 and IMS 300 training is considered an asset.
  • Fire ground experience as an incident commander.
  • Valid Ontario class DZ driver’s license and access to a reliable vehicle including the ability to provide a drivers abstract when requested during the recruitment process.
  • Current First Aid and CPR certification.

Skills and Abilities:

  • Experience with media relations, including media releases, interviews, public communications, and social media management.
  • Ability to work independently; to meet deadlines in spite of constantly shifting priorities, interruptions and diplomacy.
  • Relevant knowledge and experience of: fire and life safety education program development and delivery, fire and life safety inspection which include code compliance inspection and enforcement, post-incident cause and origin investigation, by-law enforcement.
  • Knowledge of Provincial Offences Act procedures, including Part 1 ticketing and Part 3 summons, and courtroom procedures.
  • Experience conducting legislated Vulnerable Occupancies inspections and associated requirements in accordance with Ontario Regulation 364/13 and all additional required components.
  • Thorough knowledge of applicable Codes, Acts and Regulations, and standards as it relates to Fire Prevention in Ontario.
  • Good knowledge of fire and life safety risks in all building types, as well as fire alarm, commercial cooking and sprinkler systems requirements.
  • A proven ability to meet and deal effectively with property owners and stakeholders in the community in seeking voluntary compliance with by-laws and codes to eliminate safety and environmental hazards and to prevent fires.
  • Knowledge and experience in adult and child education principles and theories.
  • Well-developed oral and written communications skills, including note taking.
  • Competent computer skills, including experience with fire service RMS software and Microsoft Office programs.
  • A strong willingness to devote the time and effort necessary to obtaining the desired results, including working some evenings and weekends for inspections, meetings, or other duties, when required.
  • Must be aware of safe work practice legislation in Ontario as it relates to job responsibilities and work environment, and have a good understanding of the Occupational Health and Safety Act.
