Overview
We are seeking an experienced Training Specialist to lead the design, development, delivery, and evaluation of comprehensive training programs supporting healthcare and public sector technology initiatives. The successful candidate will work closely with business stakeholders, subject matter experts, project teams, vendors, and end-users to identify learning needs, develop effective training solutions, and ensure successful adoption of new systems and processes.
Key Responsibilities
Training Strategy and Development
- Lead and conduct training needs assessments to identify learning requirements for all stakeholder groups and end-users.
- Develop and implement comprehensive training strategies aligned with organizational objectives and OPS Change Management practices.
- Design end-to-end training curricula, learning paths, and supporting resources.
- Create high-quality training materials, including:
- User guides
- Facilitator guides
- Quick reference materials
- Job aids
- E-learning modules
- Training presentations
- Online learning resources
- Conduct training evaluations and measure learning outcomes to support continuous improvement and ongoing learning initiatives.
- Ensure training content complies with accessibility and usability standards.
Project Management
- Provide project management expertise to support training initiatives and ensure alignment with overall project schedules and deliverables.
- Monitor project progress, identify risks, resolve issues, and communicate status updates to project leadership and stakeholders.
- Coordinate training activities across multiple stakeholder groups, vendors, and technical teams.
Facilitation and Delivery
- Deliver instructor-led training sessions in both classroom and virtual environments.
- Support and coach facilitators to ensure consistent and effective delivery.
- Apply adult learning principles and instructional design methodologies to maximize learner engagement and knowledge retention.
- Present complex technical and business concepts to both technical and non-technical audiences.
Requirements
Stakeholder Engagement and Collaboration
- Collaborate with subject matter experts, business stakeholders, healthcare professionals, project teams, vendors, and working groups to define learning requirements.
- Serve as a liaison between technical teams and business users during implementation and transition activities.
- Support quality assurance testing and operational readiness activities.
- Manage and escalate issues appropriately while providing recommendations for resolution.
Compliance and Accessibility
- Ensure all training materials and delivery methods comply with:
- Accessibility for Ontarians with Disabilities Act (AODA)
- Ontario Design System (ODS)
- Digital Service Standard
- Service Design Playbook
- Support healthcare privacy requirements related to personal health information where applicable.
Required Qualifications
Healthcare and Public Sector Experience
- Minimum 2 years of experience providing training support within healthcare environments.
- Experience working with:
- Long-Term Care systems
- Electronic Medical Records (EMR)
- Hospital Information Systems (HIS)
- Clinical Assessment Tools
- Knowledge of healthcare privacy legislation and personal health information protection requirements is preferred.
Adult Learning and Training Expertise
- Strong knowledge of adult education theories, principles, and practices.
- Experience facilitating adult learning programs using multiple delivery methods, including instructor-led, virtual, and self-paced learning.
- Demonstrated expertise in instructional design, curriculum development, and training evaluation.
Technical Skills
- Advanced proficiency with e-learning authoring tools such as Articulate 360 and similar platforms.
- Experience using Learning Management Systems (LMS).
- Advanced Microsoft Office skills.
- Knowledge of OPS Change Management practices, Ontario Design System (ODS), Digital Service Standard, and Service Design Playbook.
Mandatory Requirements (Must Have)

✔ Experience developing training materials, guides, facilitator manuals, and e-learning modules
✔ Strong experience with Articulate 360, LMS platforms, and Microsoft Office
✔ Knowledge of Accessibility for Ontarians with Disabilities Act (AODA)

- Experience developing accessible digital learning content.
- Knowledge of healthcare system implementations and change management methodologies.
Work Environment
- Full-time onsite assignment (5 days per week).
