Job description

Job Function

:

Maintain and check on the accuracy of monitoring equipment and performance data compiled for the elements comprising the bulk electricity system.

Perform and be responsible for the coding of operations on the power system in Transmission Outage Data System (TODS) and be able to perform simple analysis on protection operations in support of this function and the Naturally Occurring Event Analysis (NOEA) function.

Assist in the preparation of reports on all bulk power system element outages. Assist in the development and production of forms and procedures for reporting and recording data.

Assist in the development and modification of computer programs for processing statistical data and with special studies involving stored information and retrieval. Supervise the activities of a Protection Data Clerk.

Job Description:

  • Arrange for reports to be compiled on the performance of system elements comprising the bulk electrical system and of the associated protective relaying for Corporation-wide reference and use. Perform the extraction and recording of significant operating information portrayed in system reports. Perform and be responsible for the coding of operations on the power system in the Transmission Outage Data System (TODS) Provide results of region investigations, whether performance of protective and system equipment is satisfactory and produce a performance summary listing; automatic, forced and scheduled outages and including a cursory analysis of automatic operations. Report protection deficiencies to Supervisor or other appropriate sections for corrective action. Ensure that the classification of all outages is in accordance with the standard coding system and submitted for approval. Assist in the preparation of reports for bulk system element outages.
  • Supervise the work of a clerk. Receive work request from Supervisor and discuss specific requirements, priorities, etc. Assign work to the other member of the group on various office oriented technical duties; such as, searching files, drawings and literature for information, compiling and assembling data, assisting technical studies, etc. Check completed work for conformity with instructions provided.
  • Perform simple analysis, when required, on protection operations for the purpose of outage coding or performing NOEA (Naturally Occurring Event. Ensure that recorded faults or disturbances are processed, checked and correlated with records for surrounding areas, thus obtaining fault clearing time in cycles, fault type and magnitude at each terminal. Forward reports of unsatisfactory or suspicious relay operations to appropriate Supervisor.
  • Provide ongoing operation of the downloading facility including routine checks on both the health of the master station and the remote Disturbance Monitoring Equipment (DME) and satellite clocks. Provide support for both analog modems and network protocols. Work with field staff and provide direction and issue work notifications to repair remote DME failures of equipment or communications equipment. 5.Provide a check on the computer-based data system. Ensure that inventory, files, computer programs and outage data base are properly maintained for efficient operation of the data system.
  • Develop and maintain procedures for retrieving information from outage data base and equipment inventory files for repetitive studies; assist in conducting special studies, as required.
  • Maintain DME device records in the Protection and Control Management Information System (PCMIS). Draft review proposed configuration changes. Ensure that DME configuration changes are performed, as required.
  • Ensure that defect reports for DME are correctly processed to provide reliable asset performance data.
  • Manage and maintain spare parts inventory for all DME equipment. Order spares where required and arrange or repair of defective equipment.
  • Act as a resource for Field P&C staff on the retrieval of data from DME in the Field, troubleshooting failed DME and managing any upgrades that may arise on this equipment.
    Ensure that inventory files on all major system equipment and associated protection are maintained up to date.
  • Assist in the development and modification of computer programs for processing statistical data and producing output reports.
  • Perform other duties as required.

Selection Criteria:

Education:

  • Requires a knowledge of electrical and electronic technology, mathematics, physics and related subjects to related to the operation and design of relays to carry out comprehensive analysis of high-voltage system protection performance.
  • Requires a good knowledge of English to communicate effectively with internal and external contacts and the preparation of reports.
  • This knowledge is considered to be normally acquired either through the successful completion of Grade XII in a Secondary, Commercial or Technical School plus a three-year course of concentrated study in the appropriate subjects obtained in the Province of Ontario from a College of Applied Arts and Technology, Polytechnical Institute or Community College or by having the equivalent level of education.

Experience:

  • Requires experience with relays and protective schemes to understand various outage data system elements practices and processes of operation and their behaviour under system fault conditions.
  • Requires experience with the bulk electrical system network to understand the effect of system faults.
  • Requires experience to be familiar with the interpreting of reports and data on system performance, NOEA, and extracting such information for studies. Requires experience in a supervisory capacity.
  • A period of up to six years is considered necessary to gain this experience.
