The Communications Department provides sound communications analysis, advice and planning services in support of the Bank’s policy objectives. The Media Relations team liaises with the media and works closely with partners across the Bank to ensure the Canadian public are informed about the Bank’s policies, decisions and functions. The payments landscape in Canada and globally is evolving rapidly, driven by technological advancements that are introducing innovative ways for consumers and businesses to make payments. Alongside its existing oversight of financial market infrastructures and retail payments, the Bank of Canada’s regulatory mandate is expanding to include oversight of stablecoin issuers and implementation of the framework for consumer-driven banking.

What you will do
Under the supervision of the Director, Media Relations, you will lead media engagement and provide strategic communications advice to support the Bank’s regulatory mandates. You will work closely with senior officials and partners across the Bank to manage high-profile issues, strengthen media relationships, and contribute to an integrated external communications approach to support the Bank’s regulatory oversight responsibilities, including public communications on policy and enforcement decisions.

You will:

  • provide strategic communications advice and briefing materials to senior management on sensitive and high-profile regulatory issues, including policy and enforcement decisions
  • build and maintain strong relationships with the media and key external partners
  • collaborate with internal partners, including supervisors and legal counsel, to develop communications strategies and content related to regulatory decisions for publication across all Bank channels
  • work with external counterparts, including other regulatory agencies, to ensure coordinated and effective communications activities
  • act as spokesperson and engage with media on behalf of the Bank to ensure regulatory policy and decisions are reported accurately
  • respond to media inquiries and coordinate interviews, press conferences, and related activities
  • support and prepare senior decision-makers for media interactions and public engagements
  • monitor and assess media coverage to identify emerging issues and reputational risks

What you need to succeed

You bring strong media relations experience, including working with journalists on sensitive and high-profile issues, and a solid understanding of the public environment, including media and political dynamics. You are a clear and adaptable communicator who builds trusted relationships and tailors your approach to different audiences and situations.

You combine sound judgment with strong analytical skills to navigate complex and evolving issues, including those involving regulatory and legal considerations. You are comfortable working in a fast-changing environment, demonstrating agility and resilience while managing multiple priorities and delivering results under pressure.

You leverage digital tools and data effectively to inform your advice and strengthen communications, and you can translate complex Bank materials into clear, accessible content across channels. You think critically, challenge assumptions, and continuously look for ways to improve how work is done.

You take initiative, work autonomously with a high level of accountability, and bring a collaborative mindset to solving problems and supporting others.

You are also available to travel and work additional hours, as required.

Additional qualifications

  • experience in regulatory communications, ideally in financial services, payments, or supervision/enforcement environments
  • experience managing communications related to high-profile or legally sensitive issues
  • strong understanding of financial sector trends, fintech innovation and payments regulation, and their reputational implications

Nice-to-have

  • knowledge of the Bank’s functions, policies and communications objectives
  • knowledge of economics and monetary policy

Your education and experience

The position requires a bachelor’s or master’s degree in communications, journalism, economics, or a related field and a minimum of eight years of experience in communications, including a minimum of four years in the field of media relations, or an equivalent combination of education and experience may be considered.

Language requirement

The Bank’s work environment is conducive to the use of both of Canada’s official languages - English and French. The position language requirement is Level 5 (Fully Functional). If a qualified candidate who meets the language requirement of the position is not found, a qualified candidate who does not meet the language requirement may be considered. Training may be provided to help reach the required level. Both bilingual and unilingual candidates are encouraged to apply.

Hybrid Work Model
The Bank offers work arrangements that provide employees with flexibility, enable high-performing teams, and support an excellent workplace culture. Most employees can telework from home for a portion of each month as part of the Bank’s hybrid work model, and they are expected on site at the Bank location a minimum of 12 days per month to help build connections between colleagues. You must live in Canada, and within reasonable commuting distance of the office.

  • Salaries are based on qualifications and experience and typically range from $126,765 to $149,135 (job grade 18)
  • The Bank offers an incentive for successfully meeting expectations at 7 to 10% of your base salary. The Bank offers additional performance pay (5%) for those who exceed expectations. Exceptional performers who far exceed expectations may be eligible for higher performance pay.

  • Extra vacation days (up to five each year) that you can purchase to add to your vacation entitlement
