Main Purpose and Function

The Election Trainer is responsible for the development, delivery, and implementation of election training initiatives including curriculum development and course delivery to approximately 2,200 voting place staff for the municipal election. This role will be a part of the Election Office team to ensure that voting place staff, with varying levels of understanding and experience with elections, are well equipped to manage voting operations at each voting place.

The Election Trainer will be working in a deadline-oriented environment and will be expected to complete tasks within set timelines. This role will assist with the development of training materials, including presentations, quick reference guides, and online job aids (e.g., 1-3 minute how to videos). The Election Trainer will also be required to perform other tasks as needed (e.g., preparing administrative reports such as progress tracking, training program evaluation). Training is conducted within a highly concentrated timeframe (month of September and early October) so the Election Trainer must be prepared to work evenings and weekends with potential short-turn around times during that time-period.

Key Contacts and Reporting Relationships

The position reports to the Training Manager. Key contacts for the position include Deputy Chief Election Officers, Election Office Coordinator, Staffing Recruiter, support staff, and election workers.

Specific Duties/Responsibilities

  • Reviews and analyzes previous election training material and consult with IT team and external vendors to develop new or modify existing training programs and knowledge documents in consultation with subject matter experts where required to align with staff support needs
  • Develops, delivers and evaluates training programs for election workers of voting places within the established timeline created by the Training Manager
  • In consultation with subject matter experts and business process owners, develops, updates, tests and evaluates training documentation for election workers
  • Creates and updates technical manuals, reference materials, course exercises and tests
  • Develops, reviews, approves and maintains course outlines, curriculum maps, training documentation standards and naming conventions.
  • Designs visual presentations
  • Conducts needs assessments, identifies training gaps and critical and non-critical training.
  • Designs refresher training as necessitated by system upgrades, new modules and procedural changes
  • Coordinates and conducts end-user training and pilot training
  • Provides end-user support services and solutions including learning labs, answer support calls on voting days, technical updates and on-line documentation
  • Evaluates course effectiveness; conducts quality reviews of education and performance support deliverables
  • Assists Training Manager in developing comprehensive training strategies for the use of technology hardware, software and systems; researches new methods of training delivery, technology-delivered options, and industry best practices, and makes recommendations on training practices and standards; participates in the development of a work plan and training objectives
  • Works with external consultants for the development of training courses or programs; prepares course specifications, recommends consultant selection, and evaluates work products
  • Sets up and takes down all training session material in the training room, as needed
  • Other duties/responsibilities as assigned

Minimum Qualification Requirements

Education and Experience:

  • Diploma in adult education, or completion of Provincial Instructor Diploma program and Certificate in Online/eLearning Instruction, and other computer courses related to the work, plus considerable related experience, or an equivalent combination of training and experience
  • Experience in delivering IT courses in group setting
  • Experience in training delivery working as a training practitioner (or adult educator or an equivalent combination of education and experience)
  • Experience in leading training design and delivery effort with a variety of user groups (or an equivalent combination of education and experience)
  • Experience working within the public sector or large complex organization is preferred

Knowledge, Skills and Abilities:

  • Considerable knowledge of the principles, techniques and methods of adult learning and course design
  • Considerable knowledge of web-based and technical training aids and their applications in an educational setting
  • Sound knowledge and skills related to organizational change, transition and human performance, instructional design and delivery specific to technical skill development, systems thinking, organizational effectiveness, organizational behaviour, adult learning principles
  • Working knowledge of the computer technology and the current system.

  • Demonstrated knowledge of project management methodologies
  • Working knowledge of communication tools, techniques and standards
  • Working knowledge of voting technology and the current system is an asset
  • Working knowledge and understanding of municipal election l policies and procedures is an asset
  • Ability to train people with a wide range of skill sets and understanding on the training topic
  • Excellent leadership, demonstrated superior interpersonal skills with an understanding of the use of diplomacy to build and maintain good working relationships in a high-pressure work environment
  • Ability to manage change and assist people with adapting to change
  • Ability to analyze and anticipate implications of system changes on work processes and procedures
  • Excellent organization and time management skills
  • Ability to prioritize and make independent judgment and action
  • Ability to work independently and effectively without supervision; including being able to prioritize tasks, make independent judgement and take necessary actions
  • Ability to manage multiple priorities, large workloads and multi-task effectively
  • Ability to work well in a team environment
  • Ability to set up technical equipment related to providing technology training, including projectors, audio system, display boards
  • Comprehensive knowledge and practical experience in MS Office programs, including Word and PowerPoint
  • Experience with using design software to create courseware
  • Experience in document management, TRIM/VanDocs experience is preferred
