Job Summary

The Manager, Field Services is responsible for leading the day-to-day operational delivery of the City of Mississauga’s parking enforcement activities. Reporting to the Manager, Parking Services, this position provides leadership to a team of Field Services Supervisorsand indirectly oversees a large workforce of Municipal Law Enforcement Officers (MLEOs) delivering 24/7 enforcement services across the city. This role ensures that parking enforcement is conducted in a fair, effective, and consistent manner, supporting public safety, mobility, and compliance with municipal by-laws. The Manager plays a key role in operational planning, performance optimization, incident management, and stakeholder collaboration.

Duties and Responsibilities

  • Lead, coach, and mentor a team of 6-8 Field Services Supervisors and indirectly oversee 60–80 MLEOs across multiple shifts, fostering a high-performing, inclusive, and accountable team culture.
  • Oversee the planning and execution of day-to-day enforcement operations across Mississauga, including officer deployment, shift scheduling, patrol optimization, and service request response.
  • Monitor and analyze enforcement activity, workload distribution, and key performance indicators. Identify trends, gaps, and opportunities for operational improvement using data and evidence-based approaches.
  • Ensure consistent enforcement practices and adherence to applicable by-laws, legislation, and internal policies, including the Municipal Act, Provincial Offences Act, and AMPS framework.
  • Lead the management of field incidents, public complaints, officer conduct matters, and high-risk situations. Provide guidance on appropriate enforcement responses, documentation, and escalation procedures.
  • Coordinate and support operational response to events, emergencies, protests, road closures, and special deployments. Liaise with Peel Regional Police, Fire, Transit, and other City divisions as required.
  • Support and oversee recruitment, onboarding, training, and performance management processes for front-line officers in collaboration with Human Resources and the Training Officer.
  • Contribute to the development, review, and implementation of divisional standard operating procedures, field manuals, and policy updates.
  • Prepare and deliver operational reports, enforcement summaries, and presentations for internal stakeholders, Council, or public committees as needed.
  • Foster constructive relationships with internal departments (e.g., 311, Transportation & Works, Legal) and external partners (e.g., private property owners, security firms) to support integrated service delivery and problem resolution.

Skills and Qualifications

  • Post-secondary degree or diploma in Law Enforcement, Public Administration, Criminal Justice, or a related field. Minimum 5–7 years of progressive leadership experience in municipal law enforcement or a comparable regulatory environment.
  • Strong understanding of parking enforcement regulations, AMPS, POA, and relevant municipal and provincial legislation. Demonstrated ability to lead operational teams in high-volume, public-facing environments.
  • Proven experience managing field deployments, performance metrics, and service delivery models. Excellent written and verbal communication skills, including the ability to prepare reports and briefings. Strong conflict resolution, critical thinking, and interpersonal skills.
  • Proficiency in enforcement systems, workforce management tools, and data dashboards is an asset.
  • A valid Ontario Class G driver’s licence and the ability to attend locations throughout the city as required.
