Reporting to the Traffic Signal & Street Light Supervisor, the Traffic Maintenance Technical Specialist will serve as a technical, quality, and operational resource for HRM’s traffic signal and street light infrastructure. The role provides expertise in design review, system operation, maintenance activities, contractor inspections, and compliance with codes and standards. The position supports both operational and capital projects, ensuring the safe, reliable, and efficient operation and expansion of HRM’s traffic signal and street light network.

The Traffic Maintenance Technical Specialist combines technical specialist duties, maintenance coordination, system monitoring, quality assurance, and applied field leadership, acting as a key link between engineering, operations, contractors, utilities, and internal Partners

DUTIES AND RESPONSIBILITIES:

  • Provide technical input and support for the design, construction, and upgrade of new and existing traffic signal and street lighting installations.
  • Undertake street lighting designs and technical reviews for internal HRM projects and service requests, including review of lighting levels, installation of new lights, removals, and dimming requests.
  • Review traffic signal and street lighting designs to ensure compliance with HRM standards, TAC MUTCD, and applicable electrical codes.
  • Monitor HRM’s central street lighting management systems (ITRON, SLV, CMS) to identify, log, evaluate, and action repairs or system corrections.
  • Monitor and review operation of HRM’s central traffic signal system (Inet) to ensure optimal use of system features to support effective monitoring, operation and troubleshooting of HRM’s traffic signal network
  • Perform repairs, rebuilds, troubleshooting and testing of various electronic / electrical traffic signal components.
  • Provide support for preventative maintenance programs by investigating recurring or systemic maintenance issues, coordinating long-term corrective solutions.
  • Conduct field inspections, reviews, and testing of contractor-installed traffic signal and street lighting infrastructure to verify compliance with HRM standards, specifications, and applicable codes.
  • Serve as the primary technical liaison with traffic signal and street lighting maintenance contractors, consultants, manufacturers, and equipment vendors.
  • Provide technical sign-off for contractor-completed work as required.
  • Act as a technical contact with Nova Scotia Power regarding service connections, permits, and electrical hook-ups.
  • Assist the Traffic Team with project scoping, planning, and identification of equipment, materials, and resources required for traffic signal and street lighting infrastructure projects.
  • Respond to and investigate public inquiries, complaints, and service requests related to traffic signals and street lighting and provide recommendations for action.
  • Identify and respond to requests for underground infrastructure locates.
  • Lead the identification, evaluation, testing, and implementation of new technologies related to traffic signals and street lighting systems.
  • Maintain a safe and compliant work environment in accordance with all applicable safety policies and regulations.
  • Provide input and review for contracts, tenders, standing offers, maintenance agreements and specifications for the Traffic Maintenance section;
  • Perform other related duties as assigned.


Qualifications:
Education & Experience:

  • Degree or Diploma Electrical/Electronic Engineering or Electrical/Electronic Engineering Technology.
  • Minimum three years of experience in the design, operation, maintenance, inspection and administration of assets.
  • OHS certification or willingness to attain.
  • Valid Nova Scotia Class 5 Drivers License.
  • IMSA Level II Traffic Signal certification or the ability to obtain
  • IMSA Level I Street Lighting certification or the ability to obtain.


Technical / Job Specific Knowledge and Abilities:

  • Strong knowledge of applicable electrical codes, TAC MUTCD, HRM Municipal Design Guidelines, by-laws, and standards.
  • Demonstrated ability to read and interpret electrical drawings, schematics, CAD, and GIS information.
  • Experience with street lighting equipment and systems, including smart control systems and hardware.
  • Experience with traffic signal controllers, detection systems, pre-emption systems (IR/GPS), and communications technologies (radio, cellular).
  • Working knowledge of centralized computer based monitoring and control systems (e.g. Inet, ITRON, SLV, Silver Spring or equivalent).
  • Knowledge of design principles associated with traffic signals and street lighting.
  • Knowledge of maintenance planning programs, work order scheduling, and asset management systems (e.g., SAP, CityWorks).
  • Strong analytical, organizational, leadership, and communication skills.
  • Working knowledge of WHMIS, Fall Protection, First Aid, and Temporary Workplace Traffic Control.
