Summary of Position: The Financial Coordinator – Payroll/Finance is responsible for providing coordination, oversight, and technical expertise in the delivery of payroll and financial accounting services for the Corporation and related entities.

The role contributes to the integrity of the City’s financial operations by ensuring payroll and accounting processes are administered accurately, consistently, and in compliance with applicable legislation, policies, collective agreements, and established internal controls.

Responsible for maintaining the financial accounting system and related sub-ledger systems, reconciling accounts, and preparing reports, statements, and year-end working papers across the City. This position provides technical expertise in payroll administration, financial reporting, reconciliations, compliance, year-end support, and process improvement.

The role is accountable for ensuring the accuracy, integrity, and timeliness of financial and payroll information, supporting corporate reporting requirements, and strengthening internal controls and business processes.

The Financial Coordinator also provides direction, guidance, and day-to-day oversight to the Accounting & Payroll Analyst, supporting consistent service delivery, staff development, and operational continuity.

Duties and Responsibilities: 1.

Payroll Administration, Compliance, and Operational Oversight: Provides leadership in the administration of the City’s payroll function, ensuring the timely and accurate processing of payroll and related remittances across the organization.

Interprets and applies collective agreement provisions, employment-related legislation, pension and statutory requirements, and internal policies in order to maintain compliance and reduce organizational risk.

Monitors payroll controls, reporting obligations, and reconciliation activities, and supports the resolution of complex payroll issues with sound judgment, discretion, and a strong service orientation.

Serves as a resource on payroll matters and helps ensure continuity, consistency, and quality in payroll operations.

Financial Accounting, Reporting, and Stewardship: Supports the effective administration of the City’s financial accounting function through the coordination of general accounting activities, sub-ledger integrity, account reconciliation, journal entry review, and the preparation of financial information required for internal and external reporting.

Contributes to the reliability of the Corporation’s financial records by ensuring transactions are recorded in accordance with accepted accounting practices, municipal requirements, and internal procedures.

Provides analytical support for month-end and year-end processes, including financial schedules, working papers, audit support, and reporting to management and Council, as required. 3.

Staff Guidance, Quality Assurance, and Service Continuity: Provides day-to-day guidance and functional oversight to the Accounting & Payroll Analyst, including assigning and coordinating work, supporting training and development, reviewing output for accuracy and completeness, and promoting consistent application of procedures and standards.

Acts as a point of escalation for complex issues and helps maintain service continuity during peak periods, absences, year-end activities, and operational changes. 4.

Business Process Improvement and Systems Support: Contributes to the ongoing modernization and effectiveness of financial and payroll operations by evaluating current practices, identifying risks and inefficiencies, and recommending improvements to processes, controls, workflows, and system use.

Participates in software upgrades, implementation activities, and related change management to support operational effectiveness and data integrity.

Acts as a knowledgeable resource to staff on financial systems, payroll processes, and time reporting tools, and supports the development of consistent practices across the organization.

Advisory, Cross-Functional, and Corporate Support: Works collaboratively with departments, external agencies, auditors, and service partners to support information sharing, issue resolution, financial analysis, and the delivery of corporate priorities.

Provides professional advice and financial insight to support decision-making, planning, and accountability across the organization.

Participates in budget-related activities, reserve and fund monitoring, policy and procedure updates, and other finance initiatives as assigned.

May attend meetings, committee meetings, and provides backup support for other senior finance functions as required. Qualifications: University degree in Accounting, Finance, Business Administration, or a related discipline.

Chartered Professional Accountant (CPA) designation, or active enrollment in the CPA program with demonstrated progress toward completion.

Minimum three (3) to five (5) years of progressively responsible related experience in accounting, payroll, financial reporting, reconciliations, and year-end support.

Experience with year-end transactions, audit working papers, and supporting schedules.

Strong knowledge of payroll practices and legislative requirements, including OMERS, Canada Revenue Agency requirements, WSIB, Employer Health Tax, and Employment Standards Act requirements related to statutory holiday and vacation pay.

Excellent organizational, communication, and interpersonal skills.

Strong analytical, problem-solving, and decision-making skills.

High level of accuracy, attention to detail, discretion, and confidentiality.

Experience in a municipal or broader public sector finance environment is preferred.

Experience with Microsoft Dynamics GP, Diamond, ADP Workforce Suite, and ADP Workforce Now is preferred.

Working Conditions: Observes normal office hours and may be required to work additional hours to address unusual demands, payroll cycles, reporting deadlines, and peak periods.

Ability to work effectively in a detailed, deadline-oriented environment with frequent interruptions.

Ability to meet deadlines and work with minimal supervision.

Prolonged periods of sitting and computer use.

High degree of confidentiality is required.
