Job description

At Torngat Metals, we are developing the Strange Lake project to meet the urgent global demand for responsibly sourced rare earths that are essential to the energy transition. We are currently seeking talented individuals who are eager to contribute to our highly strategic project and play a role in shaping a resilient and responsible rare earth industry in Canada.

Torngat Metals is seeking an experienced and highly strategic Director, Government Relations to lead and execute the company’s government engagement strategy across federal, provincial, and regional levels. Based at our Montréal head office, this role will serve as the primary interface with government decision-makers and public institutions in Québec, Newfoundland & Labrador, and Canada.

Reporting to the Chief Marketing Officer (CMO), the Director, Government Relations will play a pivotal role in advancing project approvals, influencing public policy, securing government support, and strengthening our positioning as a strategic contributor to Canada’s critical minerals and energy transition agenda. The role will evolve as the Strange Lake Project progresses from development into construction and operations.

What You’ll Do:

Government Relations & Public Affairs

  • Develop and lead our government relations strategy, aligned with corporate, ESG, and project objectives.
  • Build, maintain, and leverage trusted relationships with elected officials, senior public servants, regulators, and government agencies within Canada, Québec, and Newfoundland & Labrador.
  • Represent the organization in discussions related to critical minerals strategy, permitting, industrial policy, economic development, infrastructure, and energy transition initiatives.
  • Coordinate government engagement activities related to project approvals, environmental assessments, funding programs, and regulatory frameworks.
  • Support the CMO and commercial team in international government engagement (ex. U.S., Europe, Japan, South Korea)

Policy, Advocacy & Strategic Positioning

  • Monitor and analyze legislative, regulatory, and policy developments impacting mining, critical minerals, Indigenous relations, environment, and infrastructure.
  • Develop advocacy positions, briefing materials, and policy submissions to support the company.
  • Proactively identify risks and opportunities related to public policy changes and advise executive leadership accordingly.
  • Support our participation in industry associations (ex. Mining Association of Canada (MAC), Association minière du Québec (AMQ)), working groups and public consultations, relevant to critical minerals and mining policy.

Cross-Functional Collaboration

  • Work closely with Community Engagement, Environment/Permitting, Legal, Finance, Communications, Project and Operations teams to ensure aligned messaging and coordinated external engagement.
  • Partner with Communications to support public announcements, government-related communications, and stakeholder messaging.
  • Provide strategic counsel to the Executive Team on government and public-sector considerations.

Funding, Incentives & Strategic Partnerships

  • Support the identification and pursuit of government funding, incentives, and strategic partnership opportunities aligned with project milestones.
  • Coordinate government interactions related to grants, loans, tax incentives, and infrastructure programs.
  • Contribute to the development of long-term public-sector partnership strategies supporting project development and regional economic benefits.

What We’re Looking For:

  • 10+ years of progressive experience in government relations, public affairs, public policy, or a related field.
  • Demonstrated experience engaging with provincial and federal governments, preferably within Québec.
  • Knowledge of Québec and Newfoundland & Labrador policy and regulatory environments.
  • Familiarity with international policy frameworks and geopolitical dynamics.
  • Strong understanding of resource development, mining, infrastructure, energy, or industrial projects; experience in the mining or critical minerals sector is a strong asset.
  • Experience supporting large-scale capital projects and complex regulatory environments.
  • Awareness of Indigenous governance and engagement context in Canada and ESG considerations in mining and resource development.
  • Proven ability to influence outcomes in complex, multi-stakeholder environments.
  • Exceptional relationship-building, negotiation, and influencing skills.
  • Strong strategic thinking, political acumen, and sound judgment.
  • Excellent written and verbal communication skills, including executive-level briefing and public-sector communications.
  • Ability to operate effectively in a fast-paced, evolving project environment.
  • Fluency in French and English is required.
  • Based in Montréal, with the ability to travel periodically within Québec, Newfoundland & Labrador, and Ottawa as required.
