Description

The Submarine Technical Training SME is responsible for providing Royal Canadian Navy (RCN) submarine operations and training expertise to the Training Systems Integration (TSI) team as a technical Subject Matter Expert (SME). You will contribute to the analysis, design, and validation of training solutions that prepare submariners to operate, monitor, diagnose, and recover submarine systems safely and effectively. Also, you will guide scenario design, simulation fidelity requirements, data‑driven performance measurement, and instructor development for engineering and technical occupation pipelines across shore-based and at‑sea training.

Key responsibilities include:

  • Support the Canadian Patrol Submarine Project (CPSP) through the development of Crewing and Occupational Roles Analysis (CORA), Training Needs Analysis (TNA), and Training Media Analysis (TMA)

  • Lead systems task analysis and define training architectures for operational engineering roles, including normal, abnormal, and emergency procedures

  • Define simulation fidelity requirements and contribute to scenario design for submarine engineering, weapons, sensors, and platform systems

  • Prepare, plan, and execute naval training system solutions across shore-based and at-sea environments

  • Develop and maintain training and test procedures, scenarios, lesson plans, and performance measurement criteria

  • Test and validate training systems to ensure compliance with design, training, budget, and schedule requirements

  • Perform trade studies to evaluate and select appropriate training solutions from CAE and supplier offerings

  • Articulate training solution features and benefits in support of bids and proposals, in collaboration with business development and proposal teams

  • Provide technical input to potential customers and support cost and effort estimation activities, as required

  • Identify training system risks and defects early and actively participate in their resolution during project execution

  • Stay informed on maritime and submarine industry developments and emerging technologies applicable to naval and maintenance training

  • Support alignment of training solutions with RCN Future Naval Training Strategy (FNTS) and Concept of Operations (CONOPS)

Minimum Qualifications

  • Extensive operational experience within the Royal Canadian Navy (RCN) submarine service or a comparable national naval submarine service.

  • Demonstrated expertise in submarine systems engineering, operations, maintenance, or instruction.

  • Experience applying a System Approach to Training (SAT), including CFITES or an equivalent framework.

  • Strong understanding of CAF Military Employment Structure and its application to training development and execution.

  • Experience conducting training needs analysis and developing operator and maintainer training solutions.

  • Strong verbal, written, presentation, and interpersonal communication skills.

  • Proficiency with Windows-based systems and Microsoft Office tools (Word, Excel, PowerPoint, Outlook, SharePoint, Visio).

  • Ability to work effectively in a collaborative team environment, both on-site and remotely.

  • Eligibility to meet Controlled Goods Program (CGP) requirements, Level II (NATO SECRET) security clearance, and ITAR requirements.

  • Legal authorization to work in Canada (Canadian Citizen, Permanent Resident, or valid Work Permit).

  • Strong organizational skills and attention to detail.

  • Ability to perform effectively under tight deadlines.

Preferred Qualifications

  • Experience as a submarine Systems Engineer or Technician with extensive involvement in planning and executing submarine system maintenance.

  • Experience planning and executing naval operations, training, or maintenance at sea or within Naval Engineering and Test Establishments, Fleet Maintenance Facilities, or equivalent organizations.

  • Demonstrated naval leadership experience.

  • Knowledge and experience with maritime condition-based maintenance.

  • Experience with modern training technologies, including simulation, e-learning, virtual reality (VR), augmented reality (AR), and synthetic training environments.

  • Experience designing or evaluating submarine training, testing, and student assessment programs.

Benefits

  • Company benefits plan
