Halifax Regional Municipality is inviting applications for the permanent position of Civic Addressing Coordinator in Planning & Development.

Reporting to the Principal Planner of Planning Information Services, this position is responsible for the administration of HRM’s Civic Addressing and Asset Naming Programs, with a focus on the delivery and updating of commemorative naming and municipal asset identification initiative. The Civic Addressing Coordinator is responsible for the development, implementation, revision, and enforcement of by-law regulations (C-300 Civic Addressing By-law), policies (Administrative Orders #29 and #46), procedures, and standards relating to these programs. The position assists with the development and implementation of the program budget and annual business plan, while acting as a technical advisor and mentor to the Civic Addressing/Asset Naming team to ensure all municipal standards and daily work activities are maintained.

This position is appointed by the Chief Administrative Officer (CAO) to administer and enforce By-law C-300, as well as Administrative Orders #29 and #46. Under Administrative Order #46, the Coordinator is directed to manage the commemorative naming process and the naming of municipal assets including streets, buildings, parks, vehicular bridges, and ferries, which includes the submission of formal recommendation reports to Regional Council for approval. Furthermore, Administrative Order #29 directs the position to lead the renaming and renumbering process for public and private roads and General Service Areas. This role is expected to perform public consultation support, Civic Addressing, Asset Naming, Public Education activities, communicate with Councillors, MLA’s, and other political officials on matters related to civic addressing issues, and prepare reports and presentations for the public, Committees or Council.

DUTIES & RESPONSIBILITIES:

  • Provide leadership and coordination to staff dealing with Civic Addressing and Asset Naming items
  • Provide Leadership and support to two committees of Council: HRM Civic Addressing Public Safety Committee and HRM Asset Naming Committee (This position chairs, co-ordinates, and prepares reports for both committees and Council)
  • Leads the development of, in partnership with stakeholders, policy options, analysis and reports on Civic Addressing issues for the municipality, HRM Civic Addressing Policies (Administrative Order #29), HRM Asset Naming Policies (Administrative Order #46), and By-law C-300 (Civic Addressing By-law)
  • Manages civic addressing projects and planning studies, reviews consultant proposals and verifies contract expenditures and compliance
  • Prepares business unit and corporate responses to federal, provincial, and crown corporation policy statements, proposed legislation and other initiatives affecting the interests of the municipality and its citizens
  • Prepares business unit responses to media inquiries on Civic Addressing and Asset Naming issues
  • Leads multi-year, complex projects that impact multiple communities or discipline areas
  • Leads projects of regional, strategic, or corporate significance
  • Lead public consultation approaches required to support Civic Addressing, Asset Naming, and Public Education activities
  • Provides support and leadership to HRM Corporate Real Estate regarding to implementation of Admin. Order 55 (Respecting HRM Sponsorship Policy) and 56 (Respecting HRM Sale of Naming Rights Policy)
  • Develop project plans and provide project management expertise for civic address corrections and Asset Naming activities and projects
  • Prepare reports and presentations for Regional Council, Community Councils and Committees of Council on Civic Addressing, Asset Naming and other Planning issues
  • Attend and present at meetings, as required
  • Acts as witness in legal proceedings as necessary and provides expert advice at the Utility and Review Board and Court
  • Coordinate and maintain documentation relating to program procedures, policies, and practices within Planning Information Services
  • Assist with the development of annual budgets and business plans for the Civic Addressing and Asset Naming Programs
  • Coordinate work schedules, and priorities for staff working on Civic Addressing and Asset Naming initiatives
  • Mentoring of the Planning Information Analysts and Planners
  • Prepares and presents detailed reports and recommendations on planning matters to staff, Boards, Committees, and Councilors and serves as liaison to such committees
  • Ensure coordination of Civic Address and Asset Naming programs activities with partner agencies and departments
  • Liaise with developers and companies on matters relating to civic addressing
  • Liaise with citizens, members of the public, media officials, and community groups to address concerns and questions on civic addressing topics
  • Liaise with Councillors, MLA’s, and other political officials on matters related to civic addressing issues (street signs, community signs, boundary reviews, etc.).
  • Other duties as required.

QUALIFICATIONS:
Education & Experience:
  • University Degree in Planning, Geography, Information Management or Spatial Analysis and a Technical Diploma in Planning, GIS, or Spatial Analysis
  • Minimum of three years of work experience gained in a position in a planning, engineering, or geomatics environment, preferably in a municipal setting
  • Experience working in municipal civic addressing
  • Minimum of two years of work experience with ESRI Suite of products (ArcGIS Pro, AGOL, ArcMap)
  • Experience with electronic permitting systems and the management of databases (such as POSSE)
  • Eligible for membership in the Canadian Association of Certified Planning Technicians
  • Eligibility to become a Licensed Professional Planner as per the NS Professional Planners Act is considered an asset
  • Fully competent in all aspects of the Planning Information Analyst positions
  • A valid driver’s license is required

Technical/Job Specific Knowledge and Abilities:
  • Thorough knowledge of civic addressing and asset naming processes, procedures, policies, and by-law regulations
  • General knowledge of planning and development processes, procedures, policies, and by-law regulations
  • Demonstrated ability to interpret maps and subdivision plans and work with scales
  • Strong knowledge of leadership practices, financial management, budgeting, and general business principles
  • Proficient in the following computer applications – ESRI Suite of Products, Microsoft Office
  • Well-developed research, analytical and writing skills
  • Proven policy, procedures, and regulatory preparation skills
  • Strong data analysis and maintenance skills
  • Demonstrated project planning & management skills
  • Excellent customer service skills
  • Demonstrated public consultation and presentation skills

WORK STATUS: 1 Permanent, full-time position

HOURS OF WORK: Monday to Friday, 8:30am to 4:30pm, 35 hours per week. Flex options to work outside of these hours and hybrid may be available

SALARY: NSGEU 222 Level 9, $42.50/hr
