Regulatory Compliance Analyst (Financial Services)

• Incorporated Business Rate: $35-40 per hour.
• 18-month contract with the potential for permanent employment.
• Full-time position: 37.50 hours per week.
• Weekday schedule from 9 am to 5 pm.
• Hybrid schedule with in-office attendance Tuesday to Thursday
• Based in Toronto, with the option to work from the Waterloo office.

Responsibilities:

• Support the effective operation of the regulatory compliance management program, including the design, maintenance, and execution of the second line of defence monitoring and testing program.
• Design and plan the monitoring and testing program in collaboration with the Director, Compliance and Second Line of Defence Testing and the Chief Compliance Officer, based on regulatory expectations and risk levels.
• Conduct second line of defence monitoring and testing activities, including annual testing plans, execution of testing, control reviews and assessments, stakeholder coordination, report preparation, and documentation of action plans.
• Communicate weaknesses in key controls to business stakeholders and provide recommendations to mitigate compliance risks.
• Support the ongoing management of monitoring and testing programs, policies, and procedures to ensure regulatory requirements are met.
• Develop, update, and maintain team training programs related to compliance requirements.
• Maintain the regulatory compliance management database by ensuring testing plans, results, findings, and control assessments are accurately documented and updated.
• Act as a compliance point of contact for monitoring and testing activities.
• Support the management of compliance issues and action plans in collaboration with business partners and compliance leadership.
• Prepare and coordinate quarterly and annual compliance reporting and attestations, including materials for Board and Committee meetings.
• Maintain records within the team SharePoint site and document repository.
• Review, prepare, and develop documentation in response to regulatory requests.
• Collaborate with compliance, audit, risk, governance, legal, and business teams across the organization.
• Participate in additional tasks and compliance-related activities as assigned.

What you will need to succeed:

• Bachelor’s degree in a related field or equivalent combination of education and experience.
• Professional designation in audit or accounting preferred, such as CPA, CIA, CAMS, or similar certifications.
• 5 years of compliance or audit experience in banking or financial services.
• Experience in banking compliance and regulatory compliance testing.
• Strong knowledge of banking regulations and legislation, including the Bank Act, PCMLTFA, and PIPEDA.
• Experience with monitoring and testing programs, including design, execution, and reporting.
• Ability to review, interpret, and document legislation and regulatory requirements.
• Ability to translate regulatory requirements into clear and actionable documentation.
• Specialized compliance expertise and/or legal experience considered an asset.
• Experience with compliance systems and tools such as Archer considered an asset.
• Subject matter expertise in banking legislation, products, and operational procedures considered an asset.
• Excellent written and verbal communication skills, with the ability to simplify complex information.
• Strong stakeholder communication, interpersonal, negotiation, and relationship management skills.
• Ability to identify compliance risks, assess impacts, and provide practical recommendations.
• Ability to analyze complex situations and exercise sound judgment when escalating issues.
• Ability to work with changing priorities, multiple objectives, and complex issues.
• Ability to influence stakeholders on compliance issue resolution without direct authority.
• Ability to work independently and collaboratively in a team environment.
• Ability to develop and deliver training on compliance issues and requirements.
• Highly organized, efficient, and detail oriented.
• Professional attitude and adherence to high ethical standards.
• Proficiency with Windows, Microsoft Office, Excel, AWD, and Archer.
• Bilingual in English and French would be considered an asset to support communication with stakeholders and business partners in both languages.
