Partner Staffing on behalf of our Client, we are seeking a MunicipalInfrastructure – Water Project Manager to lead and deliver complex municipalwater infrastructure projects in collaboration with cities, towns, ruralmunicipalities, and Indigenous and developing communities. This role focuses onwater utilities, including water distribution, stormwater management, sanitarysystems, and associated infrastructure logistics.
The successfulcandidate will manage projects through the full lifecycle—from planning anddesign to construction and commissioning—while coordinating multidisciplinaryteams and acting as Engineer of Record (EOR) where required.
Requirements KeyResponsibilities Lead and managemunicipal infrastructure projects for urban land development, subdivisions, andrural community servicing
Serve as theprimary point of contact for municipal clients, developers, contractors, andregulatory agencies
Manage scope,schedule, budget, risk, and quality across multiple concurrent projects
Prepare and presenttechnical reports, council submissions, and stakeholder communications
Technical &Engineering Leadership
Act as Engineer ofRecord (EOR) for water, storm, and sanitary infrastructure projects, asappropriate
Oversee andcontribute to planning, preliminary design, detailed design, andconstruction-phase services Ensure designscomply with municipal standards, provincial regulations, and industry bestpractices
MultidisciplinaryCoordination
Coordinate civil,environmental, geotechnical, transportation, and electrical disciplines
Manage internalteams and external subconsultants
Supportconstructability reviews, tender preparation, contractor selection, andcontract administration
Lead constructionservices including site reviews, change management, and project close-out
Regulatory &Approvals
Navigate provincialand municipal approval processes in AB, SK, and MB
Coordinatepermitting and approvals with regulators and utility owners
Ensureenvironmental, safety, and regulatory compliance throughout the projectlifecycle
Qualifications& Experience Bachelor’s degreein Civil Engineering or related discipline
ProfessionalEngineer (P.Eng.) registered or eligible for registration in Alberta,Saskatchewan, and/or Manitoba
7+ years ofexperience in municipal infrastructure engineering, with a strong focus on:
Stormwatermanagement
Sanitary sewersystems
Demonstratedexperience managing multidisciplinary engineering projects
Proven ability toact as EOR for municipal infrastructure works
Strongunderstanding of municipal servicing standards and land development processes
Experience workingwith urban municipalities, developers, and rural communities Strong projectmanagement and organizational skills
Confidentcommunicator with technical and non-technical stakeholders
Ability to leadteams, mentor junior staff, and manage competing priorities
Practical,solutions-oriented approach to engineering and construction challenges
Experience withconstruction logistics, phasing, and cost control Familiarity withprovincial and municipal procurement and contract delivery models
