Job description
Salary Range: $100,000.00 To $130,000.00 Annually

Job Summary In this dynamic role, you will use your strong experience in human resources, administration, and leadership skills to meet LFN's strategic and operational objectives. Reporting to the Executive Director (ED) you, as the Director of Human Resources are responsible for the management and administration of human resources for the Liard First Nation providing senior level human resource services and advice. Activities include development and implementation of policies, procedures, tools and processes, organizational design reviews, staff relations, salary and benefits administration, recruitment and retention, position creation, review and classification, occupational health and safety, and staff training.

Main Duties Human Resources Responsibilities

Oversee and support the recruiting and staffing of all LFN positions.

Take responsibility for leading organizational departmental planning with department managers.

Implementing performance management and improvement systems.

Ensuring compliance with regulatory requirements as it relates to employees.

Provide employee onboarding, needs assessment, training, and development.

Responsible for Human Resource Policy development and implementation.

Supporting organizational efforts to maintain and improve employee relations.

Oversee employee communications.

Responsible for employee compensation and benefits administration.

Accountable for establishing policies and procedures for employee safety, welfare, wellness, and health, including Health & Safety Committee.

Ensuring availability of employee services and counseling.

Maintaining accurate and confidential employee files.

Developing and maintaining all work descriptions & job postings in collaboration with directors.

Liaise with other First Nation Government Human Resources professionals to share best practices and stay up to date on trends within the field of Human Resources.

Administration

Oversee the process of establishing contracts and service level agreements with third party suppliers and/or service providers.

Provide coverage to the Finance Department when the Director position is vacant or on extended leave: payroll submission and payroll reporting.

Managerial Responsibilities

Establish, implement, and maintain policies, procedures, and practices regarding information technology, information management and building security.

Prepare and distribute internal communication bulletins.

Provide guidance and assistance to department managers in the resolution of administrative issues.

Manage the financial performance of the department by preparing and operating within approved budgets and reporting discrepancies.

Identify and manage staffing needs within approved budgets and participate in the recruitment and selection of staff.

Provide leadership, motivation, and direction to the department's employees from hiring to termination, including the areas of training, development, performance, conflict resolution, and task allocation.

Create a safe work environment that respects all people, including employees, co workers, and stakeholders.

Represent the Nation and foster a culture that supports the Nation's vision, mission, values, and objectives.

Uphold the Nation's policies, procedures, and practices including financial, human resources, and safety initiatives.

Education & Experience

Bachelor's degree in Human Resources, Business Administration, or related field (Master’s preferred).

5+ years of progressive HR experience, including leadership or managerial roles.

Experience in First Nation governance or Indigenous organizations is an asset.

Knowledge of employment laws, regulations, and HR best practices.

Technical Skills

Proficient in HRIS systems and Microsoft Office Suite.

Strong understanding of compensation, benefits, and performance management systems.

Familiarity with occupational health and safety standards.

Leadership & Interpersonal Skills

Proven leadership and team management skills.

Excellent communication and conflict resolution abilities.

Strong decision‑making, problem‑solving, and organizational skills.

Ability to handle sensitive and confidential information with integrity.

Impact/Accountability Day‑to‑day decisions must be made with consideration of all policies and procedures, including the LFN Strategic Plan as created. The position is responsible for ensuring direction, goals and objectives are met through effective supervision and leadership. This position is accountable for compliance with legislation, directing strategic planning, establishing and meeting department goals and work plans, ensuring expenditures adhere to the terms and conditions of funding agreements and do not exceed budget and revenues, and enforcing standard operational policies and procedures.

Working Conditions This position works in an office/off site environment. This position is required to travel in and out of territory and respond to potential incidents outside of work hours. The nature of the position is such that the incumbent will sometimes have to deal with emotional or upset people. The position will also be required to meet on‑going irregular deadlines and often work evenings and weekends to meet the expectations of the position. The position mediates, de‑escalates, resolves, intervenes, and provides solutions through face‑to‑face contact and meetings.
