Your New Role The Senior Civil Estimator reports to the Manager, Estimating and works with a background in site grading, site excavation, and site service estimating across a wide range of sectors including municipal, commercial, industrial, power generation, and nuclear.
This is a key position that requires excellent communication skills and a willingness to collaborate as part of a large multidisciplinary team to successfully deliver major civil estimates and proposals.
As a Senior Civil Estimator, you will play a lead role in our civil and estimating department, working directly with the estimating team, the Manager, Estimating and our civil management team. You will be responsible for leading complex bid preparations, mentoring junior staff, developing estimating strategies, and ensuring accurate, competitive, and profitable proposals across a wide range of municipal, commercial, industrial, power generation and nuclear projects.
This is a senior‑level position ideal for an experienced estimator who thrives on technical detail, enjoys leadership responsibilities, and wants to make a lasting impact within a growing and reputable company.
This is a full‑time, permanent position based in our Arnprior, ON office.
Specific Duties and Responsibilities Pre‑Construction Leadership
Lead the preparation of accurate, detailed estimates and tenders for heavy civil and underground projects.
Review drawings and specifications to determine scope, risks and opportunities.
Develop bid strategies and make recommendations to the Manager, Estimating on go/no‑go decisions.
Build and maintain strong relationships with clients, consultants, sub‑trades and suppliers.
Estimating & Project Coordination
Strong knowledge of costing large civil infrastructure projects including site grading, site excavation and site service.
Responsible for the preparation of detailed quantity take‑offs and bill of materials.
Lead the preparation of accurate, detailed estimates and tenders for heavy civil and underground projects.
Establish site‑specific estimating criteria including crew creation and productivity rates.
Solicit and evaluate subcontractor and supplier quotations, ensuring scope coverage and competitiveness.
Oversee preparation of construction schedules, budgets, and cash‑flow projections.
Support transition from tender to construction by collaborating with project managers, field managers and foremen.
Lead change‑order pricing, risk assessments and value‑engineering exercises.
Coordinate efforts and compile information from other estimating disciplines and the IPC group.
Provide innovative solutions to estimating issues and problems.
Develop, maintain and improve procedures, databases and tools for costing estimating.
Prepare and present estimate reports to internal and external stakeholders.
All other duties assigned by the Manager, Estimating.
Health, Safety, and Environmental
Adheres to all safety procedures and regulatory compliance.
Communicates and enforces safety standards in conjunction with the Health, Safety and Environmental Officer.
Quality
Adheres to all processes and procedures in the Sullivan Integrated Management System (S‑IMS).
Ensures the quality of produced efforts reflects the Sullivan quality standards and core values.
Preferred Experience and Qualifications
10 years experience in a civil estimating role. Construction experience is an asset.
A technical diploma or degree in Civil Engineering Technology, Construction Management or equivalent in a related field; or equivalent combination of education and experience.
PQS, Gold Seal or equivalent designation is considered an asset but is not required.
Advanced computer skills and knowledge of office software packages.
Advanced skills in Microsoft Office Suite (e.g., Word, Excel, PowerPoint, Outlook, MS Project).
Knowledge of estimating software (Bid2Win, Bluebeam, Agtek Cut/Fill software, and PlanSwift).
Desirable Personal Attributes
Strong team player with a positive collaborative attitude.
Works independently with minimal guidance.
Advanced ability to read, interpret and analyze construction drawings.
Knowledge of estimating methodologies, scheduling, construction practices and project constraints and risks.
Ability to develop a WBS, detailed bill of materials and estimates.
Knowledge of provincial and municipal design standards (i.e., OPSS).
Demonstrated ability to plan, organize, direct, perform, review and present cost estimates.
Able to solve complex problems using sound professional judgment, creativity and innovation.
Strong written and verbal communication skills.
Ability to make timely decisions and meet deadlines.
Highly motivated, detail‑oriented and able to manage multiple priorities.
Knowledge of different procurement methods, contracts and how they apply to estimating.
Professional presence with strong client‑facing skills.
Previous mentorship or leadership experience within an estimating team.

The salary range for this role is in the range of $100,187 - $121,778/annum. Placement within the range will be based on the candidate’s unique qualifications, experience, skills and internal equity considerations. This may include a short‑term incentive bonus, comprehensive benefits and wellness programs, retirement plan plus matching, and career development.
