Role OverviewThe Department of Health, Innovation and eHealth Branch is seeking a highly experienced Senior Business Analyst (SBA3) to support the implementation of the Provincial Digital Referral (PDR) solution as part of New Brunswick’s broader digital health transformation initiatives.
The successful candidate will play a key role in implementing a comprehensive fax-free referral system designed to improve efficiency, transparency, accessibility, and patient outcomes across the healthcare ecosystem. The solution will support secure health data exchange between healthcare providers, specialists, administrators, and patients while enabling integrated and patient-centered care delivery.
The Senior Business Analyst will lead stakeholder engagement activities, facilitate business and clinical process transformation, gather and document complex requirements, support quality assurance planning and execution, and contribute to operational readiness and transition to support models.
Mandatory Requirements (M1 – M7)M1 – Education- Bachelor’s degree in Computer Science, Business Administration, Health Informatics, Information Technology, or a related discipline.
- Equivalent combinations of education and extensive relevant experience may be considered.
M2 – Senior Business Analysis Experience- Minimum 15 years of recent experience as a Lead Senior Business Analyst.
- Proven experience leading:
- Business requirements elicitation
- Process discovery workshops
- Stakeholder interviews
- Surveys and facilitation sessions
- Experience working with:
- Clinical stakeholders including Family Physicians, Specialists, Nurse Practitioners, governing bodies, and healthcare societies
- Non-clinical stakeholders including Health Information Management SMEs, operations teams, administrators, and management
- Executive leadership and senior governance groups
M3 – Complex Enterprise Project Experience- Minimum 10 years of recent experience delivering business analysis services on large-scale, complex enterprise initiatives involving:
- Multiple business units and organizations (4–5+)
- More than 15 direct stakeholders and project participants
- Multi-year project durations
- Business and clinical transformation initiatives
- Demonstrated expertise in:

M4 – IM/IT Experience- Minimum 10 years of Information Management / Information Technology (IM/IT) experience.

- QA coordination and execution oversight
M6 – Bilingual Communication- Excellent verbal and written communication skills in:
M7 – Submission Compliance- Vendor submissions limited to a maximum of two candidates per vendor.

Key ResponsibilitiesThe Senior Business Analyst will be responsible for:
- Leading stakeholder engagement sessions, workshops, interviews, and requirements gathering activities
- Collaborating with clinical and non-clinical stakeholders to identify business needs and operational improvements
- Developing detailed business and technical documentation
- Creating workflows, use cases, user stories, and process maps
- Supporting solution implementation and operational transition activities
- Developing quality assurance documentation and coordinating testing activities
- Supporting user onboarding, training, and operational readiness initiatives
- Facilitating decision-making sessions and maintaining decision logs
- Ensuring alignment with healthcare privacy and security standards
- Supporting broader eHealth initiatives as required by the Department
