What you’ll do
Manage a team of Analysts and Coordinators that support portfolios, studies, and projects managed by Interconnections & Power Calls.
Set up I&PC studies or projects in SAP, provide tracking and reporting, update associated costs and revenue forecasts, and close studies and projects.
Coordinate external billing per tariffs or standalone agreements, process invoice and payment requests between I&PC and Sundry Billing & Transactions, and track and report on associated payments.
Support annual budgeting for Joint Use recovery billing, track and report costs and billings against the budget, and support reforecasting efforts.
Determine and process inter-company recovery billing with TELUS per the Joint Use & Ownership Agreement (JOUA) with reporting from the Joint Use Administration System (JUAS); update associated recovery forecasts.
Determine and process revenue billing per third‑party licensee attachment agreements and associated permits with reporting from the Distribution Analysis and Design (DAD) system; update associated revenue forecasts.
Update financial scorecards for reporting to the Joint Use Operating Committee (JUOC).
Set up purchase orders and purchase requisitions for services related to I&PC study and project delivery; track costs, route invoices, and ensure payments are processed to resolve bottlenecks and administrative barriers to progressing I&PC studies and projects.
Support modelling activities for JOUA and licensee rates.
Establish and monitor guidelines and practices for the consistent delivery of work.
Advise Partner Interconnections on interpreting financial aspects of the Joint Ownership and Use Agreement with TELUS.
Oversee the production, distribution, control, and retention of relevant financial documentation.
Identify long and short‑term resource needs within the department in collaboration with the I&PC leadership team and recommend and implement changes in staffing levels and capabilities.
Build strong relationships with other business units, in particular Finance and IT, and demonstrate leadership in developing and improving cross‑functional processes and procedures.
Maintain open communication with others across I&PC – develop an understanding of service requirements to enable continual improvement of service delivery.
Facilitate understanding of BC Hydro’s accounting and cost management practices, provide and facilitate ongoing support as required, and collaborate to resolve issues.
Support I&PC in the adherence to Financial Policy and associated internal control frameworks.
Work closely with I&PC leadership to identify and resolve issues related to forecasts, billing and revenue collection.
Provide input to and collaborate with others across I&PC, Finance, and IT in developing, implementing, modifying, and sustaining processes, procedures, and systems (particularly JUAS).
Hire and manage staff, provide ongoing advice and guidance, facilitate training and development, monitor performance, and apply the terms of the collective bargaining agreement with respect to assigned staff.
Responsible for team development and engagement which includes career and succession planning for the various team members.
Provide leadership in relation to system implementation and process development and continuous improvement.
Hire and/or manage contingent labour resources as needed to augment the team’s short‑term capacity and/or capability.
What you bring
University degree in a relevant field such as accounting, finance, business, economics, engineering, or mathematics.
Five (5) or more years of experience in project and/or program cost tracking, reporting, forecasting, and analysis.
A candidate with an equivalent combination of education and experience may be considered.
Knowledge of BC Hydro enterprise and business systems such as SAP is preferable.
A working understanding of accounting practices is an asset.
Experience with customer billing is an asset.
Well developed communication, facilitation, negotiation, and interpersonal skills.
Ability to multi-task and simultaneously manage multiple projects with deadlines and deliverables.
Proven organizational with attention to detail and the ability to prioritize.
