Job descriptionJOB DESCRIPTION Distribution Asset Planning has a challenging and exciting opportunity for a highly motivated individual with demonstrated communication, leadership, and cross functional relationship building skills to join an established but growing team of Asset Sustainment Engineers at BC Hydro's Edmonds office in Burnaby, BC.
The successful candidate will have the skills to develop and execute strategies and programs to manage short‑and long‑term sustainment of critical distribution civil assets. This position will contribute to the “Plan” function of BC Hydro’s Plan – Build – Operate – Support business model.
We are looking for a candidate to fill the role at the Senior Structural Engineer level. Candidates with lesser experience will be considered for a more junior role on the team.
Key duties and accountabilities include:
Develops asset strategies and plans to effectively manage distribution civil assets. Initiates special programs for inspection, maintenance and/or replacement of civil infrastructure and related materials. Works/liaises with internal and external stakeholders, materials experts, Delivery, Engineering, Design and Operations resources to assess asset condition, effectively manage asset safety and reliability risks, and optimize asset life.
Reviews inspection results and works with delivery partners to ensure assets are being repaired, maintained or replaced in a timely manner consistent with maintaining system wide asset health.
Updates and develops Distribution Civil Maintenance Standards and Bulletins. Seeks input from various stakeholders and obtains approval of Standards and Bulletins to meet the needs of assets and address hazardous equipment, materials, and conditions on the distribution system.
Leads and/or conducts investigations into asset and component failures and collaborates with peers and stakeholders to develop and implement corrective measures and recommendations. Works with test labs and Engineering on testing materials and civil components, and engineering design solutions according to latest industry practice and national standards.
Works with Corporate Safety and Corporate Environment teams to ensure BC Hydro is meeting WorkSafeBC, Environment Canada, and other regulatory requirements.
Works to continuously improve and enhance existing information systems in tracking assets and articulating hazardous conditions on the distribution system and ensuring that up to date inventories are available to crews and persons accessing civil assets in the distribution system.
Investigates and assesses risk of climate related impacts and develops and manages distribution asset programs to mitigate such risk.
Supporting these duties and accountabilities as an experienced professional engineer, you are someone who:
Investigates, analyzes, and solves challenging or unusual engineering problems presented by aging in‑situ civil infrastructure. Provides engineering guidance in the evaluation and remediation of Distribution civil assets through their full life cycle.
Develops and maintains effective professional relationships with internal and external colleagues to determine relative priorities and to assess the impact of the work on others.
Calls and chairs meetings to address engineering problems.
Applies pragmatic knowledge of cost control and other administrative procedures and a knowledge of related fields of engineering and construction.
Gives instructions, advice and technical guidance to other engineers and technical support staff. Must excel in a collaborative team environment.
Reviews the in‑flight (as needed) and completed work of assigned BC Hydro staff, consultants, and contractors to ensure accuracy, achievement of required results and adherence to accepted engineering practice and published Maintenance Standards and Bulletins.
Acts as Professional of Record.
Acts as Civil Technical Leader for Distribution Asset Sustainment and Maintenance Planning and where civil aspects overlap with the work of Overhead and Underground Electrical Program Engineers.
Promotes consistent civil engineering design by collaborating with the Distribution Standards and Distribution Engineering Teams.
Champions and supports technical issues raised by the Distribution Asset Planning team and pursue long term solutions to issues.
Qualifications
Bachelor’s degree in Civil Engineering specializing in structural engineering recognized by Canadian Universities.
Must be registered, or eligible for immediate registration, as a Professional Engineer (P.Eng.) in good standing with the Engineers and Geoscientists of B.C. (EGBC).
Must have 8 years minimum experience as a structural engineer with preference for experience in the electric utilities industry in Distribution line of business, with underground infrastructure or in concrete design. Candidates with lesser experience will be considered at lower levels.
Excellent written, oral, and interpersonal communications skills including the ability to make presentations to technical and non‑technical audiences, author technical papers and reports, and liaise with peers in BC Hydro and externally.
Knowledge of various BC Hydro systems, policies and procedures related to power system planning and asset sustainment.
Ability to develop and maintain effective working relationships within and outside of the department or division.
Successful, creative, and persistent approach to influencing outcomes and meeting objectives.
Ability to analyze and resolve challenging and unusual engineering problems with considerable independence and understand and appreciate implications of costs, operability, and safety.
Must be familiar with WorkSafeBC requirements and regulations.
Must be willing to travel occasionally, by motor vehicle, watercraft (ferries), and aircraft.
