Position Overview Our client is seeking a Project Control Officer (PCO) with a strong foundation in IT financial management, governance, and reporting to support Digital & IT initiatives.
This role sits within the Digital & Innovation function and is responsible for tracking, managing, and reporting on project financials, coordinating vendor and procurement activities, and supporting governance and executive reporting.
The ideal candidate brings hands‑on experience in budget tracking, forecasting, CapEx vs OpEx management, and Power BI reporting, within an IT or technology delivery environment.
Key Responsibilities
Track and manage project financials across multiple IT initiatives, including budget vs actuals, forecasting, and variance analysis
Support budgeting and forecasting cycles in collaboration with Finance and project stakeholders
Monitor and track CapEx and OpEx allocations, ensuring alignment with financial guidelines and project budgets
Provide regular financial reporting and insights to support project and portfolio decision-making
Assist in maintaining financial controls and improving reporting accuracy across Digital & IT programs
Support analysis of IT cost structures, including cloud, infrastructure, and licensing models, to understand financial impact on operational and capital expenditures
Work with Finance to ensure alignment with capitalization policies, including treatment of cloud and IT-related expenditures in accordance with regulatory and accounting standards (e.g., IFRS)
Coordinate with Procurement and Finance on vendor onboarding, purchase requests, and contract processes
Track vendor spend against budgets and ensure alignment with approved funding
Support the management of contracts, SOWs, renewals, and invoicing
Validate vendor invoices and support accruals and financial reconciliation processes
Maintain visibility into vendor performance and financial commitments
Support IT governance processes, including:
RAID logs (risks, assumptions, issues, dependencies)
Steering committee materials and executive reporting
Maintain project artefacts such as financial trackers, reporting templates, and documentation
Assist with audit, compliance, and internal reporting requirements
Ensure adherence to governance frameworks, policies, and procedures
Develop, maintain, and enhance Power BI dashboards and reports to track:
Project health
Key operational metrics
Support the creation of executive-level reporting and dashboards
Translate financial and project data into clear, actionable insights
Work with stakeholders to improve reporting accuracy, consistency, and usability

Support strategic planning activities by providing financial insights and reporting
Assist in the development and refinement of IT cost models
Contribute to cloud cost tracking and reporting initiatives, supporting cost visibility and optimization

Qualifications & Experience
3–7+ years of experience in a Project Control Officer, PMO Analyst, or IT Financial Analyst role
Proven experience in budget tracking, forecasting, and variance analysis within IT or technology environments
Strong understanding of CapEx vs OpEx classification and tracking in project environments
Experience supporting vendor management, procurement processes, and contract coordination
Hands‑on experience with Power BI (dashboard creation and reporting)
Advanced proficiency in Microsoft Excel (financial tracking, analysis, reporting)
Experience working within IT project delivery or Digital transformation environments
Nice to Have
Experience in utilities, banking, telecom, or other regulated industries
Exposure to cloud cost tracking (AWS, Azure)
Familiarity with capitalization policies and financial compliance frameworks (e.g., IFRS)
