Job description
The Project Engineer directs all aspects of engineering project management, assists with the planning, environmental assessment, design and construction of road, intersection and bridge expansions and improvements. The Project Engineer coordinates environmental impact studies, long‑range planning and assists with annual budget preparations.

The incumbent is also responsible for assisting with the preparation of reports to County Council on matters relating to land management and acquisition activities for compliance with municipal regulations and provincial legislation.

DUTIES AND RESPONSIBILITIES (not listed in order of priority)

Undertakes or directs all aspects of Project Management, including assisting with the planning for both expansion and improvement projects for road, intersection, bridge, storm sewerage, storm water management, drainage, traffic signals and infrastructure rehabilitation projects and studies. Arranges for the selection of consultants and oversees and coordinates the activities of technical personnel involved in project planning and engineering. Directs the preparation of, reviews and approves pertinent engineering documents. Determines and recommends criteria, standards, schedules and methods. Approves work quality and expenditures and undertakes all other activities to attain project objectives including construction management and coordination with other departments.

Assists with monitoring general project performance, problem solving, evaluation of alternatives, formulates solutions, provides engineering advice and guidance, and develops strategies to maintain established levels of service. Advises on the impact of development on municipal networks, including evaluation of related engineering reports and submissions as requested.

Undertakes, supervises and approves all aspects of project engineering. Arranges for, directs, and approves pertinent studies, evaluations, design and specifications, surveying, drafting, office services, inspections and testing programs. Arranges for all other related activities, including construction management, to attain project objectives.

Planning for future development and financing of the County of Simcoe roads, intersections, bridges and Hydro, Bell, Gas, Communication, storm water, sanitary and drinking water utilities.

Development of the 5, 10, 15, 20 and 25‑year capital plan.

Administration and review of traffic, road allowances, bylaws, design standards and road cross sections.

Conducts research and analysis, writes reports, correspondence, and assists with special projects as assigned.

Assists with budget preparation and prepares related project reports and schedules.

Acts as a liaison between federal and provincial agencies, developers, builders, consultants, property owners, and external utilities. Deals with all components of municipal development approvals, and interprets and communicates municipal policy and regulations relative to land use and development. Meets with applicants, consultants and neighbourhood representatives to discuss related impacts and mitigation measures as well as attends and facilitates internal and public meetings as required.

Collecting, reviewing and analyzing statistical data, budget information, and preparing reports.

Under the direction of the Manager, Transportation Construction, prepares, directs, and coordinates environmental impact studies. Undertakes all necessary procedures to ensure that pertinent projects are in compliance with the Environmental Assessment Act. Recommends class and schedule assessments for individual projects, attends hearings and provides information as required.

Arranges for legal, pre‑engineering, construction and geodetic surveys.

Files paper and electronic correspondence.

Reviews drawings, attends meetings and addresses design issues related to property purchases.

Reviews traffic studies and storm water reports as required.

Assists in the preparation of contract drawings and documents for road construction and asphalt resurfacing projects.

Reviews and comments on all quantities, tender documents and specifications.

Files all paper and electronic correspondence related to design.

Attends construction meetings, records minutes and prepares construction approvals for review by the Manager, Transportation Construction.

Performs inspections to ensure conformity to contract drawings and documents.

Reviews construction estimates prepared by consultants for determination of security requirements. Coordinates reductions in security as work is completed.

Prepares statutory rights‑of‑way, covenants, development agreements, security agreements and other legal documents as required.

Receives and responds to inquiries, resolves complaints and deals with contacts in a courteous and efficient manner to promote a high standard of public relations at all times.

Carrying out investigations of complaints and problems in the roads and traffic operations and in recommending corrective action.

Other duties and responsibilities as assigned from time to time, including redeployment in emergency situations.

Ability to keep abreast of County policies and procedures, provincial standards, procedures, and manuals as they are revised, interpret and implement such.

Comply with provincial and County occupational health and safety legislation, regulations, policies and procedures.

Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.

Education, Technical Skills and Certification

A University degree in Civil Engineering. This job may be considered for educational equivalency in accordance with County Policy.

Thorough knowledge of engineering principles, practice and terminology related to road and bridge design.

Excellent organizational skills to efficiently meet daily deadlines.

Knowledge of provincial legislation related to roads and bridges.

Ability to interpret and communicate, both orally and in writing, project and legislative requirements to the public, professional consultants, developers and builders.

Thorough knowledge of computer applications including GIS, CAD, word processing and spreadsheets.

Ability to interpret and prepare basic legal documents.

Membership in the Professional Engineers’ Association of Ontario.

Valid G class driver’s license and access to a reliable vehicle.

Criminal records check less than 6 months old at the time of hire.

Experience

Minimum of seven (7) years of recent and related experience in road, intersection and bridge design and construction.

Minimum of one (1) year previous experience in municipal land use by‑law interpretation.

Effort

Position involves freedom of movement and at times a great deal of walking.

Visual and mental effort required when preparing reports, analyzing data, reviewing reports, etc.

Working Conditions

Regular office environment.

Requirement to attend meetings off site and construction locations within Simcoe County year‑round.

Ability to work remotely if required.

Salary Grade: Union or Non‑Union
