Overview Bell’s AI Fabric program is a transformational national initiative focused on building a secure, high‑performance, coast‑to‑coast compute platform to enable the next generation of AI innovation and reinforce Canada’s leadership in Sovereign AI. This role leads capital cost management and financial controls across Bell’s data centre build portfolio, reporting to the Director, Program Controls. It owns cost baselines, forecasting, and variance analysis to ensure financial transparency, discipline, and audit‑ready reporting for mission‑critical infrastructure delivery.
Key Responsibilities Capital Cost Management
Own project capital cost baselines, commitments, actuals, and forecasts‑at‑completion.
Monitor cost performance, identify emerging risks, and provide variance analysis with clear drivers.
Forecasting & Financial Integrity
Maintain accurate, forward‑looking cost forecasts reflecting approved scope, schedule, and change impacts.
Ensure cost data integrity and alignment with funding approvals and financial systems.
Change & Contingency Governance
Support formal change control by quantifying cost impacts and contingency requirements prior to execution.
Track contingency allocation, usage, and recovery strategies in line with governance standards.
Reporting & Audit Readiness
Produce executive‑level cost reports, dashboards, and performance insights.
Ensure cost controls and documentation meet audit, compliance, and governance requirements.
Cross‑Functional Coordination
Partner with Procurement on commitments and cost exposure.
Coordinate with Schedule Control to ensure cost forecasts reflect schedule realities.
Critical Qualifications
8–10+ years of experience in cost control or project financial management for large capital programs.
Strong working knowledge of industry‑standard project controls tools, including Primavera P6 for integrated scheduling and enterprise cost management systems (e.g., EcoSys, SAP, e‑Builder, Procore, or equivalent).
Demonstrated experience managing budgets, forecasts, and variances for complex infrastructure projects.
Strong understanding of change management, contingency controls, and capital governance.
Advanced analytical skills with strong attention to detail.
Experience operating within audit‑sensitive environments.
Preferred Qualifications
Data centre, industrial, or mission‑critical infrastructure cost control experience.
Familiarity with enterprise financial and controls systems.
Professional certifications (CCP, PMP, or equivalent).
Adequate knowledge of French is required for positions in Quebec.
