Senior Project Manager – Business Application Services (Social Development)

Service New Brunswick is seeking experienced Senior Project Managers to support the delivery of a large-scale Salesforce-based case and care management solution for Social Development. The platform will support citizens, vendors, and internal staff with services including intake, assessment, care planning, inspections, and payments.

Key Responsibilities

• Lead end-to-end project delivery for complex IT and business transformation initiatives.
• Manage multiple related projects aligned with organizational and strategic objectives.
• Coordinate cross-functional business and technical teams, including vendors, consultants, and internal stakeholders.
• Drive Agile project lifecycle activities including Concept, Inception, Iteration, and Release phases.
• Develop and maintain detailed project schedules, resource plans, risk registers, and status reports.
• Facilitate sprint planning, backlog grooming, stand‑ups, retrospectives, and steering committee meetings.
• Manage project scope, budget, timelines, quality, communications, and stakeholder expectations.
• Support business analysis and discovery activities including workshops, requirements gathering, and user story development.
• Collaborate with technical teams to organize and prioritize development-ready user stories.
• Lead change management initiatives and develop organizational change management plans.
• Identify project risks, dependencies, and mitigation strategies.
• Ensure successful delivery of Salesforce-based solutions, preferably within Health Cloud environments.
• Provide regular reporting and delivery updates to executive leadership and SNB management teams.

Mandatory Requirements

Communication Skills (M1)

• Excellent written and spoken English communication skills are mandatory.

Education (M2)

• University degree in Business Administration, Information Technology, or related discipline.
• Alternatively, an equivalent combination of post‑secondary education and relevant IT/project management experience.

IM/IT Experience (M3)

• Minimum 10 years of IM/IT experience across a variety of projects and technology environments.

Agile Delivery Experience (M4)

• Minimum 2 years of full lifecycle delivery experience using Agile methodologies.

Senior Project Management Experience (M5)

• Minimum 5 years of senior project management experience managing multiple related projects aligned to organizational strategic objectives.
• Experience coordinating teams across projects, managing stakeholder expectations, and facilitating communication between multiple stakeholder groups is required.

Senior IT Project Management Experience (S1)

• Minimum 5 years of experience working as a Senior IT Project Manager in IT system development and support environments.

Cross‑Functional Leadership (S2)

• Minimum 5 years leading cross‑functional business and technical teams consisting of internal resources, external vendors, consultants, and stakeholders.
• Must demonstrate delivery complexity, decision‑making authority, and organizational influence.

Public Sector Experience (S3)

• Minimum 2 years of experience working within or for the Canadian public sector.

Change Management (S4)

• Minimum 2 years of experience developing and executing organizational change management plans.

Project Planning & Financial Management (S5)

• Minimum 5 years of experience in cost estimation, resource planning, schedule management, and project time management.

IT Systems & Business Process Knowledge (S6)

• Strong understanding of IT system concepts and their impact on operational and business processes.

Certifications (S7)

• PMP, CAPM, PMI‑ACP, PRINCE2 (one or more of the following certifications is preferred).

Agile Lifecycle Delivery (S8)

• Minimum 2 years of hands‑on Agile lifecycle delivery experience covering Concept, Inception, Iteration, and Release phases.

Salesforce Delivery Experience (S9)

• Minimum 2 years managing Salesforce solution delivery projects.
• Experience with Salesforce Health Cloud is highly preferred.
