Position Summary The Regional Manager of Emergency Services will provide strategic and operational leadership to ensure community safety, preparedness, and resilience, and is responsible for the development and maintenance of the Western Cape Breton Emergency Management Program.
The role is required to build and maintain constructive relationships with internal departments across the four participating municipal units (Inverness County, Richmond County, Town of Port Hawkesbury, and Victoria County), as well as with residents, external agencies, first response organizations, industry, provincial and federal departments, neighbouring municipalities, and private sector partners.
This position also provides advisory support to the Chief Administrative Officers and the Western Cape Breton Regional Emergency Management Advisory Committee during both non‑emergency periods and significant incident responses.
Operating at both strategic and operational levels, the Regional Manager of Emergency Services ensures regulatory compliance, effective emergency response coordination, and continuous improvement of the Emergency Management Program.
Qualifications
Post‑secondary education in Emergency Management, Public Administration, Fire Services, or a related field (or equivalent combination of education and experience)
Direct work experience in a related field; municipal or public service experience considered an asset
Satisfactory Criminal Record Check with Vulnerable Sector Screening
Valid class 5 Nova Scotia driver’s license and clean driver’s abstract
Office base, remote work, and ability to work in different locations to support municipal needs
Required to work with four municipal units’ management, staff, and council, as well as a range of community partners with complex priorities and perspectives
Exposure to high‑pressure situations requiring timely decision‑making, including during emergency response
Evening and / or weekend work as necessary
