JOB SUMMARY

The mandate of the Counter Services Branch is to provide front facing services to the public. This includes the intake and processing of many applications and payments for City services, including water bill and property tax payments, marriage licenses, birth/death registrations, Commissioner of Oaths services, issuance and tracking of various permits and monthly parking contracts, cash handling and financial controls,
planning and development information, property standards information, in addition to general reception and information services and more. It also includes the municipal support to the Provincial Offences courts and Administrative Penalty System, such as taking payments and processing appearances and reviews for parking, red light camera, and automated speed enforcement infractions, among others.

You are responsible for planning and managing the day-to-day delivery and operations of the Administrative Penalty System (APS) program and services and supporting the Provincial Court Administrative and the Counter Services Units.

You are also responsible for managing the unit’s human (including contracted services) and financial resources, and partner relationships.

EDUCATION AND EXPERIENCE

Completion of a 4-year university degree in Public Administration, Business, Law or a related discipline

Minimum 5 years of related experience in customer, business or community outreach services, including a minimum of 3 years in the management of human and financial resources and external contract resources.

  • The City of Ottawa’s organizational, governance and administrative structures
  • Legislation, regulations, policies, standards and guidelines relevant to the work
  • Industry trends and developments
  • Business administration concepts, theories, principles and methodologies
  • Corporate policies, guidelines and practices
  • The various Collective Agreements in place at the City
  • Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area
  • MS Office Suite, SharePoint, and case management systems
  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
