Project OverviewThe Department of Opportunities and Social Development (OSD) Finance team is seeking an experienced Enterprise Planning Consultant / Power Platform Developer to lead the replacement of a legacy end-of-life database solution with a modern Microsoft 365-based platform.
The current database supports operational reporting, analytical reporting, scenario-based planning, and financial analysis for multiple service providers, locations, funding models, FTEs, salaries, and benefits. The selected consultant will design and implement a lightweight, sustainable, secure, and maintainable solution leveraging Microsoft technologies such as Power Platform, Power BI, Excel, and related Microsoft 365 services.
This project has already completed the discovery and requirements-gathering phase and is expected to move rapidly through solution design, implementation, migration, testing, and knowledge transfer.
Key ResponsibilitiesPhase 1 – Solution Design & Discovery Validation- Review existing business requirements, discovery documentation, and exported legacy database structures.
- Analyze operational and analytical reporting requirements.
- Conduct workshops and stakeholder discussions with OSD Finance users as required.
- Validate:
- Reporting requirements
- Scenario analysis requirements
- Data quality expectations
- Historical retention needs
- Audit and governance requirements
- Design a scalable and supportable Microsoft 365-based solution.
- Define:
- Logical data models
- Reporting architecture
- Security and access controls
- Automation workflows
- Assumptions, risks, constraints, and dependencies
- Recommend optimal Microsoft technologies and architecture patterns.
Phase 2 – Implementation, Migration & Testing- Configure and develop the approved solution within the Microsoft 365 tenant.
- Build:
- Core data structures
- Reporting dashboards and outputs
- Ad hoc analytical capabilities
- Scenario planning functionality
- Develop automated workflows and business process improvements.
- Perform legacy data migration and reconciliation.
- Execute:
- Data validation
- Completeness checks
- Performance testing
- Reporting validation
- Support User Acceptance Testing (UAT):
- Create test scripts
- Track and resolve defects/issues
- Deliver technical and user documentation.
- Provide knowledge transfer and training to internal OSD staff.
- Support deployment and transition to operational sustainment.

Required Experience- Demonstrated experience delivering similar Microsoft-based solutions for government or public sector organizations.
- Proven experience implementing lightweight, sustainable business solutions within aggressive timelines.
- Experience replacing or modernizing legacy database applications.
- Experience working with finance, budgeting, workforce planning, or enterprise planning datasets.
- Experience delivering projects involving:
- Data reporting
- Business analytics
- Ad hoc query capabilities
- Scenario modelling
- Ability to deliver projects within a 4–5 week implementation window.
Mandatory Requirements- Resources must be physically located in Canada.
- Must provide own computer hardware capable of connecting securely through VPN/VM access.
- Ability to work within client security and governance standards.
- Must be eligible to work in Canada.
Preferred Qualifications- Experience working with Nova Scotia Government departments or broader Canadian public sector clients.
- Knowledge of financial planning and budgeting processes.
- Familiarity with change management and training delivery.
- Experience creating maintainable low-code/no-code enterprise solutions.
