About Us

At the Safety Branch of the Department of Labour, Skills and Immigration (LSI), we are responsible for delivering effective and efficient regulatory management for the protection of the public and workers’ safety through education, outreach, inspection and enforcement, equipment registration, permits, and licenses. Our staff of over 115 employees, located throughout Nova Scotia, do this by using the Pathways to Compliance to enhance compliance through setting, promoting, verifying and enforcing requirements under various pieces of legislation.

We have a staff of more than 500 employees working from offices throughout Nova Scotia. Together we are responsible for safety, labour standards, apprenticeship, immigration and population growth, and many other facets of everyday life.

If you are searching for a rewarding career, we have an exciting opportunity for you to explore as a Technical Safety Officer.

About Our Opportunity

As the Officer, you will be independently responsible for the enforcement of the Boiler and Pressure Equipment Regulations, as well as the Power Engineer's Regulations, in your assigned territory. This is done through on-site inspection, providing information, advice and technical direction and interpretation of applicable American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Codes and the Canadian Standards Association (CSA) Codes and Standards to owners, operators, employers and employees, contractors, suppliers, consultants, power engineers, etc.

You will conduct a wide variety of specialized, related technical inspections as well as investigations of accidents and fatalities and alleged violations under the legislation. You will also conduct qualification testing of pressure welders and brazers, invigilating exams under the Power Engineers Regulations and ensure compliance with these regulations by issuing orders, including immediate stop work orders as well as initiating prosecution action.

You will conduct reviews of welding procedures, design drawings and specifications for boilers, pressure vessels and associated fittings to ensure compliance with applicable Codes and Standards. You will also prepare monthly activity and status reports as well as attending meetings and preparing associated correspondence.

You may:

  • Provide input to the technical development of the relevant ASME and CSA codes and standards; and
  • Conduct reviews of quality control systems of ASME Code shops and CSA B51 Code Shops involved in the manufacture of ASME and CSA B51 Code stamped boilers and pressure vessels, to satisfy the requirements set out by ASME and the National Board of Boiler and Pressure Vessel Inspectors.

As the Officer, you will work under the general supervision of the Chief Inspector and Manager, Boiler & Pressure Equipment Section of the Technical Safety Division.

  • Interpersonal and relationship building skills.

You have sound knowledge of the requirements of applicable ASME Code Sections, interpretation of mechanical drawings, boiler and pressure vessel design, piping design, welding, refrigeration, metallurgy, feed water conditioning, instrumentation, fuels and fuels gases as well as combustion principles, thermodynamics, pumps, turbines, compressors and air conditioning.

You passed an examination and hold, or are willing to obtain within 1 year of appointment, a Commission from the National Board of Boiler Pressure Inspectors and shall have been engaged in ASME boiler and pressure vessel code related work such as inspection or design under the provisions of the ASME code, or administration of shop inspections services under the ASME Code.

You must also have passed an examination, and hold, the Authorized Inspector Supervisor AIS Commission, issued by the National Board of Boiler and Pressure Vessel Inspectors and holds, or eligible for, the B Endorsement; which verifies the candidate's ability to ascertain the validity and quality of the fabrication, welding, non-destructive examination and other quality control requirements of the ASME Code.
