Job description

DIRECTOR, SAFETY, SECURITY AND ENVIRONMENT

The Director, Safety, Security & Environment is responsible for the strategic planning, oversight, and implementation of Air Canada Rouge’s Safety Management System, Quality Assurance Program, Security Management Program, Fatigue Risk Management Program, Emergency Response & Business Continuity, and Environmental Management.

This role reports directly to the Senior Director, Operations (Operations Manager) and performs their duties on behalf of the Accountable Executive. This position also acts as the regulatory post holder for the “Person Managing the Safety Management System”.

RESPONSIBILITIES:

  • Develop strategic safety data management, analysis & research plans to meet or exceed current and future regulations and stakeholder expectations consistent with Air Canada Rouge’s corporate mandate.
  • Identify and anticipate key safety data management, analysis & research trends and opportunities to assist Air Canada Rouge in positioning itself as a recognized safety leader.
  • Represent the “Safety” perspective for Air Canada Rouge with balance between strategic and operational issues.
  • Provide direction, guidance and coaching, education and support to the various levels of management on Safety related matters.
  • Responsible for successfully building and leading a high-performance Safety Team of professionals.
  • Represent Rouge with regulatory agencies, at various industry associations and alliances. Responsible for maintaining close liaison with government agencies including International, State, Federal, provincial, regional and local on all Safety related issues.
  • Engage in all levels of the organization and solicit feedback with regard to existing strategies and programs and seek collaborative input in developing new programs/services.
  • Continually monitor and assess internal service levels and identify the Safety needs of Air Canada Rouge, internally and externally as they related to safety reporting and its data analysis and Investigations.
  • Share and communicate appropriate company information with management employees and with external shareholders.
  • Communicate to the Sr. Director Operations regulatory process issues that could produce a significant risk to the corporation.
  • Preparation and facilitation of quarterly safety reports to the Rouge Corporate Safety Board, along with other senior and management review meetings.
  • Direct, manage and administer the department and budget.
  • Oversee the program areas associated with Safety Reporting, Data Analysis, and Safety Investigations, and ensure, as appropriate, audits and management reviews are performed and communicated to appropriate parties.
  • Provide reports to the Sr. Director Operations, on the effectiveness of all program areas, recommend options to ensure continuous improvement of all functional areas and identify resource requirements as necessary.
  • Direct and manage the development and implementation of program areas to ensure related activities are in place to facilitate compliance with applicable regulatory and legal requirements and Company policy and identify appropriate corrective action as required.
  • Oversee programs developed to identify safety risks.
  • Responsible for the safety reporting process to ensure that all reports are gathered, risk assessed, coded, classified and assigned to the appropriate parties as required.
  • Responsible for the development, implementation and measurement of Corporate goals and objectives based on those established during the Management Review process.
  • Direct the review and implementation of safety information system(s) and ensure they meet all internal stakeholder needs, customer, industry and regulatory requirements.

KNOWLEDGE AND SKILLS REQUIRED:

  • Education to a post-secondary level is required. Preferably, in an Aviation or Business Management related field of study. Training and certification in Safety Management Systems is an asset.
  • Minimum 10 years of relevant experience.
  • Strategic and operational planning expertise with a proactive perspective, sound problem analysis, logical thinking and the ability to develop effective solutions and execute (including post-implementation)
  • Excellent relationship skills, project (and cross-branch) management, analytical and problem-resolution and consensus building skills and expertise
  • Proven track record of making an impact, developing and executing on strategies and delivering superior results in both the short and long term
  • Proven ability in leveraging deep subject matter expertise to develop and deploy a vision and align others to that vision. Be known for providing creative thought leadership while also listening and engaging others to provide input in the shaping of that vision.
  • Knowledge of full MS Office Suite – Word, Excel, PowerPoint, etc.
  • Have held previous management position within a Part 705 Canadian Air Operator.
  • Demonstrates significant achievements in Part 705 Canadian Air Operator management, human resources, budgeting; has participated actively in aviation forums (working groups, trade associations, committees, an asset
  • Proficiency in English required, French an asset
  • Management experience shall include in depth knowledge of daily airline/airport operating procedures and interdependence, budgeting, project management oversight and human resources.
  • In depth knowledge of Transport Canada regulations and standards such as:
  • Similar foreign regulatory agency regulations and requirements (., FARs, JAR-Ops, EASA-Ops); International Civil Aviation Organization (ICAO) Standards, Recommended Practices and Applicable Annexes. International Air Transport Association (IATA) Operation Investigative Techniques and approved practices.
  • Outstanding leadership, communication (both verbal and written), organizational and interpersonal skills,
  • Ability to develop, monitor, validate, adjust or apply standards, procedures and principles
  • Experience in preparing reports and making oral and written presentations to Senior Management is required
  • Previous leadership and management experience is essential to this role. Flight Operations and Maintenance Safety’s products & services, competencies, strategies, policies, organizational structure & functions and metrics are required
