Job description
Job Details Description Purpose The Fleet Engineer assists in providing strategic and technical leadership for the planning, execution, and lifecycle management of all passenger rail assets. This role reports to the Director, Mechanical - Canada and works closely with the Mechanical and Systems Operations Teams in Canada and the United States. This role provides technical oversight of contractors, ensuring the safe, reliable, and cost-effective delivery and performance of large rolling stock projects. The Fleet Engineer assists with large capital project execution, asset optimization, and vendor management, while fostering a culture of innovation, quality, and continuous improvement. In depth knowledge of railcar retrofits and new passenger car builds is critical to success in this role.

This position is deemed Safety Sensitive.

Key Areas of Accountability

Develop and implement integrated strategies for rolling stock engineering and asset lifecycle management aligned corporate objectives.

Provide technical and engineering subject matter expertise on various sized rail car capital projects, asset renewal initiatives working collaboratively with existing mechanical teams to ensure alignment of functional large scale capital plan executed in parallel with preventative maintenance needs

Align engineering and asset initiatives with broader operational, financial, and infrastructure goals.

Project & Engineering Oversight

Assist in the execution of rolling stock projects including design, refurbishment, and integration of new equipment.

Support qualification processes of vendors through technical lens, including evaluating capability for building new and/or refurbishment work, negotiating scope and cost, and assisting procurement in qualifying vendors according to company policy, safety, risk, and ESG standards

Ensure projects meet safety, quality, budget, and schedule targets.

Provide technical leadership and support to engineering contractors throughout project lifecycles.

Owner’s Engineer

Acts as the technical representative and trusted technical advisor to the company to ensure the manufacturer and design engineering teams fully meet the owner’s specifications, safety standards, reliability targets, regulatory requirements, and delivery timelines.

Specific responsibilities include, but not limited to the following:

Technical oversight and requirements management

Design review and integration by leading technical discussions where required or participating in the conceptual, preliminary, and final design reviews.

Ensure design compatibility with existing fleet, maintenance tooling, and operational constraints

Testing, commissioning and acceptance oversight while providing support for corrective action plans and nonconformance resolution with contractors

Support project management, documentation and risk track schedules, milestone, risk registers, and deliverable compliance in alignment with the corporate and mechanical plans.

Support technical communications across companies, manufacturers, designers, and regulators in collaboration with the larger mechanical leadership teams.

Support stakeholder coordination between manufacturers, designer, company maintenance/ operations teams, regulators, and fleet planning teams.

Translate technical issues so that executives and non-engineers can make informed decisions.

Asset Management & Engineering Integration Capital Planning & Lifecycle Optimization

Develop and support multi-year capital plans for rolling stock acquisition, reliability and refurbishment programs in collaboration with planning team.

Work with the mechanical team to conduct asset condition assessments and lifecycle cost analyses to inform investment decisions.

Align large capital projects with preventative maintenance plans, operational forecasts, regulatory requirements, and strategic growth initiatives.

Ensure budget adherence and value realization through rigorous project controls and performance tracking.

Accountability for supporting capex projects to approved budget.

Collaborate with stakeholders to maintain rolling forecast of all assets status and work required, planning up to ten years out (e.g., refurbishment, active use, retirement, sale).

Partner with Senior leadership and FP&A, to evaluate operating models that maximize return and utilization of all assets as measured by ROI.

Safety, Compliance & Reliability

Ensure rolling stock meets Transport Canada, FRA, and other regulatory standards, including crashworthiness and emergency systems.

Monitor asset performance metrics and apply reliability-centered maintenance and root cause analysis to drive continuous improvement.

Ensure seamless integration of new assets into existing operations.

Passenger-Centric Asset Strategy

Support the technical strategic planning and execution of rolling stock asset lifecycle management, aligned to corporate objectives

Ensure asset design, refurbishment, and modernization initiatives to enhance passenger experience, accessibility, and brand alignment.

Act as a technical advisor when assessing rolling stock acquisitions.

Collaborate with corporate shared services to assess operational impacts of rolling stock investments.

Provide technical support to Corporate Development and project teams to shape future railcar concepts and innovations aligned with long-term business goals

Collaborate with design and customer experience teams to ensure systems meet operational performance criteria and premium service standards.

Digital Asset Intelligence

Work to enable sensors and data analytics platforms for predictive maintenance, real-time diagnostics, and lifecycle optimization.

Integrate digital tools for asset tracking, performance monitoring, and compliance reporting.

Education/Certifications

Bachelor’s degree in Engineering (Mechanical or Electrical preferred)

Master’s degree or P.Eng. designation is an asset.

Professional certifications such as PMP, NEBOSH, IOSH, or equivalent.

Asset management credentials such as IAM Asset Management Professional (AMP) or PEMAC Asset Management Professional Certification are considered strong assets.

Skills & Experience

8+ years of progressive experience in rail engineering, asset management, or infrastructure project delivery, with a focus on rolling stock systems (steel, aluminum, carbon steel) .

Experience managing large-scale transportation assets such as rail fleets, aircraft, or cruise vessels, with a focus on lifecycle planning and optimization.

Proven leadership in managing complex, high-value rolling stock programs, including refurbishment, modernization, and new equipment integration.

Understanding of rail industry regulations, including Transport Canada, FRA, and international standards such as ISO 55000 and EN 50126/50128/50129 (RAMS).

Demonstrated expertise in asset lifecycle planning, capital investment strategies, and obsolescence management.

Experience with project management and asset management systems, including digital platforms for predictive maintenance, condition-based monitoring, and real-time diagnostics.

Proficiency in engineering design and analysis tools (e.g., CAD, FEA, reliability modeling software).

Strong knowledge of sustainable engineering practices, including energy-efficient systems, low-emission technologies, and advanced materials.

Exceptional communication, stakeholder engagement both internally and externally, and cross-functional leadership skills, with a track record of aligning technical initiatives with strategic business objectives.

Work Environment Hybrid role with three in‑office days per week based in Kamloops, BC.

Compensation

The base salary offered for this role is $95,000 to $115,000 per annum and can vary based on job-related expertise, qualifications, experience and internal equity.
