Role Summary The Executive Director, Oil Sands, Coal and Mineral Operations reports to the Assistant Deputy Minister, Energy and Operations. This role provides strategic leadership for the planning, implementation, and administration of Alberta’s oil sands, coal, and mineral and royalty regimes. It includes oversight of complex information systems and administrative functions that support departmental and industry operations.
The Executive Director delivers strategic advice and recommendations to senior departmental officials on oil sands, coal, and mineral disposition and royalty regime priorities and issues, fosters a collaborative and relationship-focused culture, and builds partnerships with developers, industry associations, other government departments, and agencies to proactively manage royalty frameworks.
As a key member of the division’s executive team, the Executive Director serves as a trusted advisor to senior leadership, builds strong relationships with industry, partner ministries, and agencies, and drives collaboration, alignment, and integration across the Energy Operations Division.
Responsibilities
Provide strategic oversight and leadership for Alberta’s oil sands, coal, and mineral and royalty regimes.
Develop and implement policy, legislative frameworks, and initiatives to sustain multibillion‑dollar investment and generate significant royalty revenues for the Crown.
Manage complex information systems and administrative functions supporting departmental operations.
Provide strategic advice and recommendations to senior officials on disposition and royalty priorities.
Build and maintain strong partnerships with developers, industry associations, government departments, and agencies.
Serve as a trusted advisor to senior leadership and drive collaboration and integration across the division.
Oversee the royalty frameworks while managing branch resources and direct operations to deliver key outcomes.
Qualifications
Skilled and highly credible leader with strong leadership and project management capabilities.
Seasoned collaborator with ability to lead teams and deliver results, providing clear direction and navigating complex issues.
Solid understanding of the energy industry and royalty frameworks, with significant experience in the development and implementation of legislation and policy.
Senior leadership experience working closely with energy industry stakeholders and government processes.
Proven track record of building high-performing teams and driving strategic outcomes.
Related post‑secondary degree (e.g., commerce, geology, engineering) required; graduate degree in a related field such as oil sands engineering or land management considered an asset.
Compensation $5,896.55 – $7,749.28 bi‑weekly ($153,902.57 to $202,256.21 annually).
