Job Summary This position reports to the Commissioner of Finance & Regional Treasurer and provides expert financial advice on capital investments, property tax policies, and long‑term financial sustainability. The role leads the development and administration of state‑of‑good‑repair capital planning, tangible capital asset reporting, compensation budget planning, upper‑tier tax policies, and oversees coordination of external boards and agencies funding requests. Additionally, the position serves as the Halton Community Housing Corporation (HCHC) Board‑appointed Treasurer, overseeing HCHC’s financial operations, annual operating/capital budget, business plan, and financial statements.
Duties & Responsibilities
Manages the Division, drives decision making aligned with organizational strategy while fostering a culture of accountability and trust.
Leads the development, monitoring, and reporting of the Region’s state‑of‑good‑repair capital financial programs.
Oversees state‑of‑good‑repair capital expenditure tracking, financial forecasting, and performance reporting.
Ensures capital reporting aligns with long‑term financial plans, asset management strategies, and infrastructure funding requirements.
Supports the budget process and production of the annual Budget Book.
Leads the development of the annual capital budget report.
Provides strategic oversight of long‑term capital financial plans to ensure sustainable financial support of the Region’s state‑of‑good‑repair capital programs, in accordance with Council‑approved financing policies.
Supports compliance with funding agreements and grant reporting obligations.
Collaborates with departments to support capital planning and budget development.
Maintains strong internal controls, financial policies, and reporting governance for tangible capital assets, in accordance with public‑sector accounting standards.
Leads development, monitoring, and reporting of the Region’s property tax policies; interprets and applies municipal taxation legislation and assesses financial implications.
Provides expert advice on tax policy matters to senior leadership and stakeholders.
Leads development of the Region‑wide compensation budget, providing financial analysis and implications related to position changes, re‑organizations, and corporate compensation assumptions, including union agreements.
Works closely with the Region’s external boards and agencies to review annual funding requirements, ensure adherence to financial policies and legislation, and monitor financial implications of funding requests or legislative changes.
Monitors legislative changes and assesses financial implications for the Region.
Works with municipal partners, provincial and federal agencies, and other stakeholders regarding funding programs and reporting requirements.
Prepares financial reports, analysis, and presentations for Regional Council and senior leadership.
Presents financial information to Regional Council and senior leadership.
Promotes a collaborative, high‑performance culture focused on accountability, service excellence, and continuous improvement.
Provides leadership for SAP and major financial systems transformation initiatives, including system selection, design, implementation, and post‑implementation optimization.
Performs other duties as assigned.
Additional Duties & Responsibilities – HCHC
Board‑appointed Treasurer to HCHC, develops and monitors the operating and capital budgets.
Oversees financial operations of HCHC, including delivery of annual financial statements and housing provider reports such as the annual information return.
Responsible for all HCHC Board reporting related to finance.
Presents financial information to the HCHC Board and senior leadership.
Skills & Qualifications
Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a related discipline.
Professional designation Chartered Professional Accountant (CPA) – required.
10+ years’ experience delivering and managing capital budgeting, capital financial reporting, and tax policy development in a large public‑sector organization.
5+ years senior‑leadership experience building and leading high‑performing teams.
Advanced knowledge of public‑sector accounting standards, specifically tangible capital assets (TCA).
Specialized knowledge of municipal taxation and legislation, including tax ratios, assessment growth, mandatory and discretionary tax policy programs, and key taxation matters at the lower tiers.
Demonstrated experience with complex multi‑year budgets and large‑scale financial reporting.
Knowledge in capital financing strategies, including debt issuance, reserve/reserve‑fund management, development charges.
Strategic thinker – ability to align divisional responsibilities with long‑term municipal financial sustainability and infrastructure priorities.
Exceptional financial acumen.
Strong leadership and people‑management skills.
Excellent written and verbal communication; confidence in delivering financial presentations.
Strong analytical skills and detail‑oriented, with the ability to interpret complex financial data and see the big picture.
Collaborative and influential communicator, capable of working effectively across departments.
Experience fostering a culture of continuous learning, growth and improvement.
Experience in finance transformation projects – an asset.
