Job description

Permanent Full-Time Regulatory Analyst - Liquor Out-of-Scope MCP 07 Liquor Licensing and Inspections Branch, Regina Vacancy #05/F27 The Saskatchewan Liquor and Gaming Authority (SLGA) is seeking a self-motivated and detail-oriented individual to provide support as a Regulatory Analyst - Liquor within the Liquor Licensing and Inspections Branch .

This position is required to work on-site, reporting to the Director, Liquor Licensing and Inspections.

The Regulatory Analyst - Liquor is responsible for providing advice, options and recommendations on regulatory, legislative, policy, and operational aspects of SLGA’s liquor regulatory program.

This work entails analysis, monitoring trends and issues, and conducting inter-jurisdictional comparisons to effectively lead and coordinate the development and review of SLGA and Government policies.

Responsibilities also include initiating strategies and undertaking comprehensive research activities in relevant policy and legislative matters.

The Regulatory Analyst - Liquor will be required to ensure the completion of various duties related to the review and preparation of briefing notes and miscellaneous correspondence for key stakeholders. This position is responsible for collecting, analyzing, and reporting on the manufacturing, sales, and service of beverage alcohol in Saskatchewan.

Teamwork (Level A) – Participates in team or group activities. Primary Responsibilities Provide analysis and develop options and positions for SLGA’s liquor regulatory program in order to identify and address public safety risks and business needs in a changing market.

Provide advice and recommendations to the Director on regulatory, legislative, policy, and operational aspects of SLGA’s liquor regulatory program, based on analysis, monitoring of trends and issues, and inter-jurisdictional comparisons, in order to ensure the currency and adequacy of the legislative and policy response.

Develop or write policies with respect to the distribution and sale of liquor by manufacturers, retail stores, and on-table service providers in the province by: Conducting analyses of issues, future trends, implications, impact, and public reaction to changes.

Developing recommendations and formulating policies, reports, and submissions for use of SLGA executive management, external stakeholders, partner organizations, and government decision-makers in order to develop and administer fair public policy and promote integrity and social responsibility in the industry.

Review and provide SLGA’s comments, observations, and responses to policy proposals developed by others (e.g.

government departments and agencies, enforcement agencies) with respect to impact on the alcohol industry, in order to ensure policy proposals are consistent with overall government policy and with SLGA regulatory controls. Prepare and coordinate the preparation of various documents, correspondence, reports, and analyses in order to respond to inquiries and requests, such as Minister’s and President or CEO referrals, Freedom of Information requests, briefing notes, and media inquiries.

Represent SLGA at various forums, meetings of interest groups, and stakeholder committees in order to enhance corporate understanding of the liquor industry and to educate the general public, interest groups, and stakeholders about SLGA policies.

Develop, monitor, and implement evaluation mechanisms and techniques in order to assess the effectiveness and impact of policy changes to identify and respond to emerging issues.

Develop approaches to, and content of, informational efforts to reach a broad range of audiences with respect to policy changes and implications, including SLGA staff who implement and deliver the changes.

Develop and implement a tracking and reporting system for trend analysis and program planning.

Analyze liquor permit information and report to internal and external stakeholders, including provincial and federal regulatory bodies, government, market analysts, and bodies responsible for public education and public health.

Required Technical Knowledge, Skills and Qualifications A bachelor's degree in public policy, law, public administration, business administration, commerce, or social sciences, supplemented with three to five years of relevant work experience.

A secondary degree in economics or statistics, or an additional professional designation in a related field, would be considered an asset.

Strong analytical and research skills.

Knowledge of, and the ability to apply, financial and statistical theories and techniques to problem solving.

Demonstrated understanding of regulatory issues within the broader economic, political, and public policy context.

Proven ability to thrive in a dynamic and evolving environment.

Demonstrated ability to independently identify issues, analyze root causes, evaluate options, recommend solutions, and implement appropriate courses of action.

Excellent communication skills, including the ability to influence others by clearly articulating the implications of proposed policy, program, or legislative changes.

Strong organizational skills, with the ability to maintain a high level of customer service while managing and prioritizing multiple tasks and projects.

Ability to work effectively under strict deadlines and manage frequent interruptions.

Proficient in Microsoft Word and Excel.

Travel Requirement This position requires travel within the province. Overnight stays are occasionally required.

Working Conditions Core office hours are 8:00 a.m.

and 4:45 p.m.

Monday to Friday.

This role is primarily desk-based, with most of the workday dedicated to computer use, including keyboarding, data analysis, and system navigation.
