Responsibilities
Utility Coordination & Technical Review
Provide technical review and coordination support for temporary and permanent utility relocations and installations impacting client projects.
Utilities may include natural gas, electricity, water, sanitary and storm sewer, telecommunications, cable infrastructure, and federally regulated pipelines.
Review utility‑related design drawings and submissions to ensure compliance with:
Utility Asset Owner requirements.
Applicable legislation, codes, standards, and specifications.
Client Engineering, Construction & Expansion (ECE) Design Standards, Manuals, and Directives.
Stakeholder Engagement & Approvals
Support coordination with Utility Asset Owners, municipalities, and regulatory agencies to identify requirements and facilitate reviews and approvals.
Prepare, submit, and track utility applications, design packages, and approval documentation.
Participate in technical coordination meetings and maintain meeting records, action logs, and follow‑up items.
Agreements & Negotiation Support
Assist client staff in developing and administering utility‑related agreements, including:
Coordination Agreements.
Offers to Connect (OTCs).
Cost‑sharing arrangements.
Non‑Disclosure Agreements (NDAs).
Support negotiations with third‑party Utility Asset Owners under client direction.
Support client construction teams through review of:
Contractor submittals.
Requests for Information (RFIs).
Utility‑related contract changes.
Assist with resolution of utility issues to ensure construction compliance with approved designs and executed agreements.
Working Conditions
Office‑based.
Qualifications
University degree in Civil Engineering, Municipal Engineering, or related discipline.
Registration as a Professional Engineer in Ontario, or be licensed by the OAA (Ontario Architect Association).
Demonstrated knowledge of civil and utility engineering principles for underground infrastructure.
4-5 years of relevant experience in a civil engineering or municipal infrastructure environment, as a Civil Engineering Technologist (CET), Municipal CET, Engineer‑in‑Training (EIT) or Professional Engineer (P.Eng.).
Working knowledge of Ontario municipal and utility regulatory frameworks.
Experience reviewing utility‑related engineering designs and submissions.
Understanding of project management principles, including cost and schedule control.
Experience coordinating with multiple internal and external stakeholders.
Bonus Points
Valid Ontario Class G driver’s license and access to a vehicle.
Certification as a Professional Engineer (P.Eng.), Engineer‑in‑Training (EIT) or Civil Engineering Technologist (CET) (mandatory).
Ability to obtain and maintain client‑required safety and operating certifications.
Knowledge of, or ability to rapidly acquire, client accessibility obligations and the Ontario Human Rights Code.
Strong analytical, organizational, problem‑solving, and documentation skills.
Ability to maintain accurate and well‑documented records of commitments and approvals.
Effective verbal and written communication skills.
Proficiency with standard office tools including Microsoft Word, Excel, PowerPoint, Access, and Power BI.
Demonstrated ability to manage and work with multi‑disciplined teams, handle complex issues, and maintain effective working relationships.
Demonstrated ability to motivate, influence, and obtain cooperation from a diverse group of internal and external project stakeholders to achieve goals.
Demonstrate or proven ability in organizational, interpersonal, problem‑solving, and analytical skills.
Thorough understanding of prevailing engineering means and methods.
