About Our Opportunity


Reporting to the Project Executive within the Department of Health and Wellness, the Accountability Manager supports the design, development, and implementation of accountability frameworks for physician remuneration across the province. Responsible for Physician Service data and analytics oversight, the Accountability Manager is a key enabler in data driven innovation for this large $1.3 billion health portfolio.

Primary Accountabilities


You will provide leadership, direction, guidance and project management in the execution of physician remuneration accountability as well as operational data management and analytics products. You will lead and direct a team that provides evidence-based research, monitoring and evaluation support for the development of legislation, provincial policy, standards and guidelines that are responsive to the changing health needs of Nova Scotians and aligned with the overall strategic vision and priorities of the Department. You will also work collaboratively across the Department, government and the health system on key initiatives to advance health system and services, strategy health system planning, health system reporting, performance monitoring and accountability.

Primary accountabilities include:

  • Relationship building across stakeholder groups and within the Department to ensure data and policy alignment while reinforcing a transparent approach to multi-stakeholder solution development.
  • Design, develop and implement accountability frameworks across physician remuneration models through collaborative design approaches.
  • Provide leadership in the advancement of branch level data analytics to support innovation in reporting, visualization and provincial level metric development to enable data informed decision-making.
  • Oversee a team comprised of analysts and data specialists, who are responsible for supporting day-to-day branch operations through the provision of high-quality data products.
  • Develop models and scenario analyses to support decision makers to negotiate physician payment models.
  • Act as a primary support to Physician Agreement and Clinical/Academic Funding Plan operations and negotiations through the use of quantitative and qualitative analytics aggregated into concise system focused recommendations through presentation, reports and discussion.

Qualifications and Experience


At minimum you have a Bachelor's Degree plus several years of progressive experience in an area such as engineering (particularly industrial engineering), economics or health analytics. Possession of a Master’s Degree in a complementary area would be an asset. Applicants must demonstrate in their cover letter how their experience in data analytics and process/program development would support this role.

As the ideal Accountability Manager, you have a high level of interpersonal, analytical, and organizational skills to manage numerous requests from a wide range of stakeholders. You are innovative in your ability to assess requirements, make recommendations for improvements, and implement changes practically applied in your previous work. You have demonstrated knowledge of analytical methods and data visualization approaches, are data savvy and adept at drawing knowledge from multiple sources to deliver valuable insights. Your ability to execute complex tasks is aided by your ability to listen without being wedded to a particular outcome and you are not threatened by the need to clearly articulate the rationale for your decisions. You are calm and respectful even when undertaking challenging negotiations demonstrated in your past work experience. You have exceptional and demonstrable skills in Excel and operational knowledge of MS Fabric or PowerBI is considered an asset.

Experience working with internal and external stakeholders is required. As a dynamic leader, the successful candidate must possess the ability to lead change, move forward with new initiatives and overcome ongoing challenges with a high degree of independence.

We will assess the above qualifications and competencies using one or more of the following tools: scenario­ based examination, standardized tests, oral presentations, interview(s), and reference checks.

Working Conditions

  • Normal work week is 35 hours/week, 7 hours/day

Pay Grade: EC 12

Salary Range: $3,929.22 - $4,911.52 Bi-Weekly
