About the Opportunity
The Government of Alberta’s Technology and Innovation team is seeking an experienced Business Intelligence Analyst – Intermediate to support the Oil Sands Monitoring (OSM) Data Services Program.
This role is part of a major environmental data initiative focused on delivering scientifically credible, accessible, and data-driven insights that support environmental monitoring and reporting across Alberta’s Oil Sands region.
The ideal candidate will bring strong expertise in Power BI, SQL, data modeling, analytics, and data storytelling, with the ability to transform large and complex datasets into meaningful business insights for technical and non-technical stakeholders.
Project Overview
The OSM Data Services team supports environmental data governance, reporting, and analytics initiatives by enabling access to high-quality scientific data collected across the Oil Sands Monitoring Program.
The BI Analyst will work closely with stakeholders, business users, data architects, and engineering teams to support reporting objectives, analytics initiatives, and enterprise BI solutions.
Key Responsibilities
Power BI Development & Visualization
- Design and develop advanced Power BI dashboards, scorecards, and visual analytics solutions
- Create interactive and executive-level reports tailored to operational and strategic business needs
- Implement advanced visualization techniques and storytelling approaches to communicate insights effectively
Data Modeling & Analytics
- Develop optimized enterprise-wide data models using DAX and Power Query M
- Analyze large and complex datasets to identify trends, anomalies, forecasting opportunities, and operational insights
- Perform trend analysis, predictive analytics, and reporting using Power BI and Azure analytics tools
SQL & Data Integration
- Write and optimize SQL queries for large-scale data transformation and analytical processing
- Integrate Power BI solutions with Azure and on-premises data sources
- Support data pipelines, semantic models, and staging environments in collaboration with technical teams
Stakeholder Engagement & Reporting
- Gather business reporting requirements and define KPIs
- Translate ambiguous business problems into actionable BI solutions
- Present insights and recommendations to executives, leadership teams, and business stakeholders
- Provide end-user support, training, and adoption guidance for BI tools and dashboards
Power BI Administration & Optimization
- Maintain and publish datasets and dashboards in Power BI Service
- Implement scheduled refreshes, alerts, and row-level security (RLS)
- Optimize report performance and ensure data accuracy, governance, and security compliance
Mandatory Qualifications
- Post-secondary degree, diploma, or certificate in Computer Science or a related field
- 4+ years of experience translating business requirements into analytical solutions
- 4+ years of hands-on experience designing, developing, and optimizing advanced Power BI solutions
- 4+ years of experience using advanced visualization techniques and data storytelling in Power BI
- 4+ years of experience analyzing large and complex datasets for forecasting and trend analysis
- 4+ years of hands-on SQL experience for data transformation and analytical processing
Nice-to-Have Skills
- Experience building data products within Government of Alberta cloud environments
- Strong experience with DAX, calculated columns, measures, and advanced time intelligence
- Experience implementing Power BI Service features including:
- Data refresh
- Workspaces
- Row-Level Security (RLS)
- Experience presenting data-driven insights to executives and business users
- Experience working with Government of Alberta datasets, including:
- Environmental Data
- Water Licensing
- Ambient Water Monitoring
- Transportation
- Consumer Licensing
Work Environment
- Primarily remote within Canada
- Occasional onsite meetings in Edmonton, Alberta (approximately 3–4 times per fiscal year)
- Standard work hours:
- Monday to Friday
- 8:15 AM – 4:30 PM Alberta Time
- Full-time contract engagement
