Engineering Records & GIS Analyst

Overview
Apex Systems is seeking a highly detail‑oriented Engineering Records & GIS Analyst to support a gas transmission operations pilot focused on identifying, validating, and documenting existing stopples and stopple fittings within transmission pipelines—particularly on non‑piggable lines.
This engagement addresses long‑standing challenges related to incomplete GIS representation, fragmented engineering records, and inefficient document searchability. The successful candidate will combine GIS analysis, engineering document review, and structured investigative workflows to support safer and more efficient operational decision‑making.
Key Objectives
- Improve the organization’s ability to locate, validate, and document stopples used for pipeline isolation
- Reduce time spent manually searching engineering records and drawings
- Support safer, faster operational decisions during maintenance and emergency response activities
- Establish repeatable investigative methods and criteria that can be scaled beyond the pilot
Primary ResponsibilitiesEngineering Records & Document Analysis
- Conduct detailed reviews of engineering drawings, as‑builts, MTRs, NDE/X‑ray reports, and construction packages stored in enterprise document repositories
- Apply OCR‑enabled search tools effectively while using engineering judgment to filter false positives and irrelevant records
- Trace stopple installations through indirect supporting evidence such as valve removals, pipe year transitions, cut‑outs, and barrel installations
- Identify documentation gaps where stopples are likely present but not fully supported by existing records
GIS & Spatial Investigation
- Analyze transmission pipeline GIS data to identify candidate locations for undocumented or assumed stopples
- Utilize spatial and attribute‑based indicators, including:Pipe year changesSegment replacementsDiameter or material transitionsKnown repair history or high‑risk laterals
- Cross‑reference GIS findings with engineering records to validate assumptions
- Clearly distinguish between verified, assumed, and unconfirmed assets
Data Validation & Classification
- Support classification of stopples and fittings using defined confidence levels (, human‑verified, document‑supported, assumed)
- Assist in defining minimum viable documentation requirements for safe operational reuse
- Document assumptions, rationale, and findings to ensure transparency and auditability
Collaboration & Knowledge Capture
- Collaborate closely with transmission engineers and GIS specialists
- Participate in workflow walkthroughs and process demonstrations
- Capture investigative methods, decision criteria, and lessons learned to support future scaling initiatives
Required Qualifications
- Strong experience reviewing engineering drawings and as‑built documentation (pipeline, transmission, or heavy industrial environments preferred)
- Proven ability to navigate and interpret engineering records management systems (, FileNet or similar platforms)
- Familiarity with GIS concepts and spatial analysis (hands‑on GIS editing preferred but not required)
- Comfort working with incomplete, inconsistent, or historical datasets
- High attention to detail with strong analytical and problem‑solving skills
Preferred Background
- Engineering technologist, records analyst, or engineering graduate (professional engineering designation not required)
- Experience supporting utility, pipeline, or transmission operations
- Exposure to NDE reports, MTRs, pressure ratings, and pipeline construction terminology
- Ability to work independently while clearly documenting findings and decisions
Tools & Systems
- Enterprise document management systems (, FileNet)
- GIS platforms (, Smallworld, web‑based GIS viewers, or equivalent)
- OCR‑enabled PDF search tools
- Microsoft Office and SharePoint for documentation and reporting
