The Toronto Police Service is looking for a forward thinking and driven candidate with experience in leading digital transformation projects in a diversity of environments, combined with proven problem‑solving skills to aid in the identification of root cause issues and develop creative solutions.
What can I expect to do in this role? Reporting to the Manager, Data Management, the Solutions Architect – Data will be responsible for leading the design and execution of the Toronto Police Service technical data strategy for the Digital Program and other related initiatives. Working closely with teams across the organization, this role will develop, visualize, implement, and maintain an overall organizational data architecture to support TPS product lines and related operations. The architecture includes data model designs, database development standards, implementation and management of data design practices across datamarts, warehouses, Application Programming Interfaces (APIs), and analytics systems.
The Solutions Architect Data has thorough knowledge of data privacy, security and legislative requirements to ensure the data architecture is designed accordingly and to automate the requirements wherever possible. The role is also responsible for ensuring that data designs support TPS platforms and digital transformation with an emphasis on the governance and evaluation of Artificial Intelligence (AI) and Machine Learning (ML) applications. Required to lead teams and collaborate effectively with stakeholders.
Furthermore, the Solutions Architect Data will design, lead and implement projects and deliverables. They will lead teams and collaborate effectively with stakeholders, supervise junior staff and assign tasks.
Duties and Responsibilities
Lead TPS data architecture efforts including data model design and database development standards
Create, implement and maintain data mesh/fabric, knowledge graphs and related tools for the Service
Inform the implementation and management of datamarts, warehouses, APIs and analytics systems
Collaborate with stakeholders on data security, retention, classification and use to define data standards
Supervise team members and assign tasks, responsible for team performance
Inform standards of end‑to‑end data lifecycle use including platforms, data models and solution testing
Lead the creation of data processes, standards and methods across data use cases
Write professional data system design documents
Liaise with external data partners and other data specialists to maintain current knowledge and collaboration opportunities using data
Support in AI/ML application review and design
Proactively manage vendor partners, business and technical subject matter experts
Collaborate with subject matter experts, command members, partner agencies and community stakeholders
Ensure successful implementation and sustainability of the platforms and digital transformation strategy
Exercise professional judgment, strategic thinking and skill proficiency to propose, support and/or complete simultaneous complex projects
Provide required updates using accessible project‑management tools and proven methodologies to the PMO Manager, CTO, Digital Program Manager and other stakeholder groups as required
Develop, prepare and maintain up‑to‑date data artifacts including knowledge graphs, data mesh/fabric, metadata management systems and data models for Service products and applications
Identify alignments of data architecture efforts with the Service's strategic priorities and goals
Lead teams during project implementations, motivate and engage team members, convey clear expectations for assignments and hold people accountable for achieving their goals
Establish and support project‑working groups and steering committees as required, including creating terms of reference, scheduling and chairing meetings
Document project benefits, challenges and lessons learned
Document minutes of meetings and action items in a timely manner
Perform typical duties inherent to the position
Education and Experience
An undergraduate degree in a related field (Computer Science, Engineering or Analytics) or an approved equivalent combination of education, training and experience
A certification in Data Modelling is preferred
Minimum 5 years of experience, which includes:
Leading data architecture and data design activities
Modelling experience within a large organization within information management, business intelligence and data analytics
Use of common patterns, frameworks and reference architectures for information management, digital transformation and platform technology design
Designing on‑premise and cloud‑based data solutions (AWS, Azure, GCP, Microsoft Fabric) and hybrid architectures to enable use cases in analytics and AI/ML
Working in agile methodology teams
Proficient in data modelling and design including SQL development and database administration such as SQL Server, Oracle, DB2, MySQL, MongoDB and NoSQL
Experience in knowledge graph design involving various technologies
In‑depth knowledge of methods and skills including data abstraction, SQL programming and database optimization
Skills and Competencies
Familiar with data lake, data fabric & mesh, architectures
Knowledgeable in big data solutions based on open‑source technology and familiar with Hive, Python, Hadoop
Comfortable with ambiguity and conversant with the application of methodologies to bring structure to projects
Understanding of policing would be considered an asset
Familiar with cloud‑based platform technologies and how these can be composed into robust solutions
Familiar with Service Design principals
Possess strong oral and written communication skills
Effective troubleshooting and problem‑solving skills to aid in the identification of root cause issues and develop creative solutions
Proven ability to transfer knowledge both within and between business units
Strong business understanding and ability to translate operations into data designs
Strong ability to balance trade‑offs and drivers across multiple areas that impact data architecture decisions
